VicRoads is progressing too. In August 2022, we started on a new chapter when the Victorian State Government partnered with Aware Super, Australian Retirement Trust, and Macquarie Asset Management to operate registration and licensing services on its behalf.
We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

About the opportunity
The Manager, Concession Deed plays a critical leadership role within the Concession Deed Management team, overseeing the interpretation and application of the 40‐year Concession Deeds underpinning the Joint Venture between VicRoads and the State Government. This role provides expert contractual advice to support strategic initiatives, ensure compliance, and manage risk across the business.
You will enable informed decision‐making by balancing legal, commercial and operational considerations, while building strong stakeholder relationships. Leading a small team, you will drive effective governance, continuous improvement and capability uplift across concession deed management practices.
About you
You are an experienced contract and governance professional with strong legal or commercial management credentials, ideally gained within government, joint venture or highly regulated environments. This role requires a strong commitment to integrity, accountability, and compliance with privacy, data security and ethical standards. An outcomes‐focused approach supports the effective management of competing priorities in fast‐paced settings, while maintaining high attention to detail and alignment with governance frameworks.
Clear, confident communication underpins the ability to provide credible advice and influence stakeholders at all levels. A collaborative mindset enables strong relationships across diverse business units and government partners. In a line management capacity, the role demonstrates leadership through coaching and capability development, embedding ethical behaviours, driving continuous improvement and using digital tools to deliver efficient, customer‐focused outcomes that strengthen business performance and maintain trust with government and the community.
* Provide expert contractual and commercial advice aligned to governance frameworks
* Ensure compliance with privacy, data security and information management requirements
* Demonstrate ethical leadership and foster a culture of integrity and accountability
* Build and manage effective relationships with internal and government stakeholders
* Drive continuous improvement, digital enablement and efficient ways of working
* Relevant tertiary qualifications with demonstrated senior‐level experience in complex legal, contract and commercial management environments.

The joint venture is a 40-year partnership where the Government retains ownership of VicRoads, and continues to control regulation, policy, data, and privacy provisions for VicRoads Registration and Licensing. The Government sets pricing and collects the revenue for essential registration and
licensing fees, whilst also maintaining its roads and safety responsibilities.
