Scope of Work - PPBSPO Governance and Quality Assurance Officer
1. The Pacific Patrol Boat Systems Program Office (PPBSPO) requires a suitably qualified and experienced Governance and Quality Assurance Officer until the end of June 2023.
2. This position requires a minimum of three years experience in the delivery of Quality Assurance, Compliance and Program Governance services, preferably in a Defence environment.
3. The Governance and Quality Assurance Officer will be the lead subject matter expert within PPBSPO and responsible for the provision of management advice to achieve outcomes in a dynamic and evolving support system.
4. The Officer is expected to develop and maintain close working relationships with all relevant internal and external stakeholders including:
1. Internal:
+ Pacific Maritime Security Program;
+ PPBSPO Engineering Section;
+ PPBSPO Sustainment Section;
+ PPBSPO Director and Commercial Section.
2. External:
+ Defence Quality Assurance teams;
5. The contracted Governance and Quality Assurance Officer tasks will include, but not be limited to, the following:
1. Coordinate and perform internal and supplier quality assurance, governance, auditing and corporate reporting activities.
2. Coordinate, monitor and report on governance compliance, identify risks and determine appropriate course of action to meet stakeholder needs in accordance with Defence governance and policy requirements.
3. Develop, implement and review quality assurance and governance procedures, practices and frameworks.
4. Coordinate, monitor and report on Workplace Health and Safety policy, procedures and practices within the PPSBPO.
5. Provide guidance on the management of quality assurance processes and business planning including the review and improvement of business activities.
6. Provide advice and assistance to internal and external stakeholders on complex governance and workplace health and safety matters in accordance with relevant policy and procedures.
7. Contribute to the strategic review of quality assurance systems in the areas of strategic and business planning, performance measurement and continuous improvement.
8. Design and implement solutions to issues impacting on the achievement of desired outcomes.
6. Ability to deliver services in Cairns onsite or intermittently working from Cairns based home with no teleworking safety or security risks unable to be mitigated. Government furnished equipment will be provided for working onsite only.
7. Hold no conflict of interest in the engagement as a Contractor for PPBSPO.
8. Effective communication and analytical skills are vital to this role.
9. The Officer is required to complete mandatory Campus training courses during week one of engagement and provide OQE of successful completion.
10. Highly proficient in Microsoft applications including MS Word and Excel. Able to produce consistent documents based on agreed templates and ensure strict formats produced. (Styles and Formatting).
