Position Overview
This role offers a unique opportunity to work closely with the Directorate of Training & SCVT, Government of Uttar Pradesh, as part of a dedicated Project Management Unit (PMU).
The Assistant Manager will support state-level skill development reforms, working directly with senior bureaucrats (including IAS officers) on ITI strengthening, Skill curriculum, assessment and policy implementation.
Based in Lucknow, the role combines strategic exposure, on-ground execution, and high-impact work in India's skilling & education ecosystem.
Key Responsibilities
PMU Operations, Government Coordination & Team Management
Support day-to-day functioning of the PMU at DTE / SCVT
Coordinate with senior officers, including IAS and PCS officers, for meetings, reviews, and follow-ups
Prepare briefing notes, presentations, concept notes, and action trackers for senior bureaucrat/IAS leadership
Track decisions, approvals, and compliance timelines
Manage & guide Lend A Hand India PMU team members
ITI Ecosystem Strengthening
Support design and rollout of initiatives to strengthen ITIs across the state
Assist in monitoring implementation, identifying gaps, and recommending improvements
Skill Curriculum & Compliance Support
Assist in development and revision of NSQF- and NEP-aligned skill curricula for ITIs and training programs
Support documentation and coordination for NCVET approval and compliance processes of Skill courses
SCVT – Assessment & Certification Support
Assist SCVT in strengthening assessment, certification, and awarding functions
Support SCVT in strengthening its role as an NCVET compliant assessment and awarding body
Liaise with sector skill councils, technical experts, and assessment bodies as required
Help streamline documentation, SOPs, and reporting systems
Inter-Departmental Convergence
Facilitate coordination between DTE, School Education, VESD, UPSDM, and other departments
Support convergence of schemes, programs, and resources for skill development
Research, Policy & Knowledge Support
Study existing state skilling schemes, policies, and programs
Assist in data analysis, impact assessment, and preparation of evidence-based inputs
Support drafting of policy notes, recommendations, and concept papers for future initiatives
Reporting & Documentation
Prepare periodic progress reports, dashboards, and presentations
Maintain records of PMU activities, meetings, and outputs
Ensure professional communication between Lend A Hand India and Government counterparts
Requirements
Minimum Experience
5–8 years of relevant work experience in:
Skill Development / Vocational Education
Government PMUs or Technical Support Units or policy programs
Prior experience working closely with IAS officers or senior bureaucrats is highly preferred
Prior experience working with State or Central Government departments preferred
Educational Background
Master's degree in Public Policy, Education, Management, Social Sciences, or a related field
Relevant fellowships (e.g., MGNF, Gandhi Fellowship, TFI, etc.) will be an added advantage
Skills & Competencies
Strong understanding of India's skill development ecosystem
Excellent written and verbal communication skills (English & Hindi)
Proficient in large data analytics (excel & google sheet based) & presenting the findings via great visual presentation & report to senior officials
Experience in PMU operations: note sheets, official correspondence, SOPs, presentations, data analytics
Ability to work in a government system with professionalism, discretion, and persistence
Experience of Managing team, people
Strong coordination, follow-up, and stakeholder management abilities
Familiarity with NSQF, NEP ****, ITIs, and assessment frameworks
High proficiency in MS Office / Google Workspace (Word, Excel, PowerPoint)
