About the Department

The National Disability Insurance Agency (NDIA) is an independent statutory agency that is responsible for implementing the National Disability Insurance Scheme (NDIS), which will support a better life for hundreds of thousands of Australians with a significant and permanent disability and their families and carers. The NDIA values a positive contemporary attitude to disability.


About the Role

This identified role for a First Nations professional provides specialist advice to support improved outcomes for First Nations people with disability. The position contributes expert, culturally informed advice on the NDIS, supporting policy development, research, and practical recommendations to improve systems and service delivery.

Working collaboratively with stakeholders, you will develop clear, plain-English advice and documentation for government audiences. As an APS Executive Level 1 Independent Advisor, you will operate with a high degree of autonomy, delivering complex work and high-quality outcomes under broad direction.


Key Duties

* Provide independent, culturally informed advice to the Independent Advisory Council (IAC) to support improved outcomes for First Nations people with disability.
* Lead the development of high-quality, plain-English advice, reports and discussion papers for consideration by the IAC, NDIA and NDIA Board.
* Undertake research, analysis and strategic planning to inform advice on the NDIS, with a focus on accessibility, inclusion and systemic improvement.
* Facilitate and support First Nations Reference Group meetings, advisory forums and working groups, including preparing papers and presenting advice.
* Support capacity building of IAC and Reference Group members through mentoring, briefing and delivery of capability-building sessions.
* Build and maintain strong relationships with First Nations stakeholders, IAC members, NDIA representatives and sector partners.
* Operate effectively in a complex, fast-changing environment, exercising sound judgement and professional independence under broad direction.


Essential Criteria

* Identifies as an Aboriginal and/or Torres Strait Islander person (special measures role).
* Demonstrated understanding of First Nations communities and lived experience, including the intersection of disability and service systems.
* Strong knowledge of, or ability to quickly develop expertise in, the NDIS and disability policy environment, particularly as it relates to First Nations people with disability.
* Proven experience providing high-quality written advice, reports or briefs for government or advisory bodies.
* Demonstrated ability to analyse complex issues, apply critical thinking and translate information into clear, practical advice written in plain English.
* Experience facilitating meetings, advisory groups or stakeholder forums and presenting advice to diverse audiences.
* Strong relationship-building skills and the ability to work respectfully and collaboratively across government, community and sector stakeholders.
* Ability to work autonomously, manage competing priorities and adapt to changing environments at an APS Executive Level 1 standard.
