Please note we have two vacancies, one will be filled shortly, and the other will start on 1st July 2026. About the Role The role responsibility: * Management of 1-2 VPS3 Financial Operations Officers * Setting up Accounts Payable (AP) / Accounts Receivable (AR) processes, policies, and procedures. * Ensuring AP/AR invoice processing is accurate and timely. * Performing reconciliations to ensure the integrity of AP/AR modules and the general ledger. * Administering the Department's aged debtor monitoring process by working with program areas to write off debts. * Providing support and guidance to program areas to help meet debt collection obligations. * Administering the dunning process. * Working with program areas to recommend uncollectable invoice write-offs. * Supervising/performing tasks across the full spectrum of financial operations (AP/AR/Cash Management (CM)) as needed. * Overseeing the Continuous Control Monitoring of the AP function. * Administering and reconciling corporate and virtual cards. * Managing banking segments, account administration, and bank user access. * Processing vendor payment runs and handling banking administration under Cash Management. * Processing vendor payment runs and handling banking administration under Cash Management. * Design, enhance, and deliver system training (e.g. FlexiPurchase) to frontline operational teams to support effective and compliant system usage. * Consult with frontline operational teams to develop and maintain internal audit policies (including fee waivers and bad debt write-offs) and prepare briefing materials as required. * Please refer full role responsibilities to the PD. About the Division Financial Services Division Design and implement financial management principles, processes and systems to ensure that the Department and its managers in central office, regions, schools and statutory authorities have the necessary support to execute their financial management responsibilities Desirable Qualifications and Experience * Essential: Bachelor's degree Finance – Such as Accounting/Commerce/Business * Essential: Other: Victorian Driver's License * Essential: Other: Working with Children check (or quickly obtain) * Desirable: Membership CPA Australia, Chartered Accountants or working towards membership * Desirable: Bachelor's degree an analytical field, Mathematics, IT, Engineering or Science * Desirable: Experience across AR, AP, and cash management and implementing significant changes to financial reporting obligations, including machinery-of-government (MoG) changes. * Desirable: Demonstrated enthusiasm for learning new systems, with the ability to quickly adapt to change. * Desirable: Working system knowledge of Oracle Cloud, Kidsoft and NAB Flexipurchase and awareness of future upcoming changes in the payments processing space as applied to Early Learning Centres and Department of Education How to Apply To apply please attach a CV, cover letter and a statement addressing the key selection criteria in your application.
