Overview of role:
The Senior Water Resource Officer provides high-level expertise in the assessment, planning, and long-term management of water resources across the region. The role contributes to securing sustainable water supplies under conditions of population growth, climate change and ageing infrastructure.
The role leads scenario planning, long-term modelling inputs, regulatory compliance, and water resource planning to support strategic decision-making and investment prioritisation.
Key Responsibilities:
As our Senior Water Resources Officer, you'll be accountable for:
* Lead the development of long-term regional water resource outlooks and planning assessments, by operating and modifying and maintaining Coliban Water's water resource models.
* Modelling of water resources to optimise water holdings and inform management decisions
* Provide expert input into the Urban Water Strategy, Integrated Water Management plans, Drought Response plans, Annual Operating Plans and climate-informed water security programs.
* Oversee preparation of water resource modelling inputs and evaluation of modelling outputs.
* Coordinate surface water, groundwater, climate, and system performance datasets to inform strategic planning.
* Contribute to statutory reporting requirements including corporate plan, annual report, DEECA reporting, Victorian Water Register, Essential Service Commission and Bureau of Meteorology
* Provide subject-matter expertise to capital planning, demand management programs, and strategic investigations.
* Lead long-term regional water resource planning and modelling to support water security, optimise water holdings, and inform strategic and operational decision-making.
* Manage and integrate surface water, groundwater, climate and system performance datasets, and oversee the preparation, operation, validation and interpretation of water resource models.
* Provide expert technical advice and input into key corporate, statutory and regulatory processes, including Urban Water Strategy, Annual Water Outlook, Drought Response Plans and mandated reporting.
* Translate complex technical analysis into clear, fit-for-purpose advice for executives, regulators, councils and other stakeholders and contribute specialist expertise to capital planning, demand management and strategic investigations.
* Build and maintain strong partnerships with internal teams, government agencies, consultants and community stakeholders,
About you:
* Tertiary qualification in Environmental Engineering, Water Resources, Hydrology, Environmental Science or a related field, with postgraduate qualifications desirable.
* Demonstrated experience and strong technical knowledge in water resource planning, and preparation of technical reports, strategies and regulatory submissions.
* Proven ability to synthesise complex information and communicate effectively with diverse audiences, including executives, regulators and stakeholders.
* High level of autonomy, initiative and technical leadership, with a strong commitment to safety, customer outcomes and public value.

Salary:
The salary and conditions for this position will be as per the Coliban Water Enterprise Agreement 2021 Band 4 $93,548-$112,895 + superannuation salary range will be offered to the successful candidate commensurate with their skills and experience. This role is a Fulltime Ongoing position.
