**Training Support Manager - Pacific Labour Facility**

**Project Overview**:
The PLF facilitates seasonal and longer-term work opportunities for Pacific and Timorese workers in Australia. It connects Australian employers with workers from participating countries, supports the administration of the PLS and provides targeted support to the SWP. The PLF is managed by Palladium and provides the backbone of Australia's future support for circular labour mobility in the Pacific under the direction of the Department of Foreign Affairs and Trade (DFAT). The PLF has been established as a trusted intermediary between labour mobility stakeholders in Australia and the Pacific.

**Role Overview**:
The Training Support Manager will be responsible for managing the development, implementation and where appropriate and necessary, the delivery, of tailored training and mentoring programs that will assist the Labour Sending Units (LSU's) of participating sending countries, and other in-country stakeholders, to ensure each Pacific country and Timor-Leste have effective engagement in Pacific Labour Mobility programs.

Engaging with LSU Trainers, and all relevant external and/or in-country providers (e.g., TVET, APTC), the Training Support Manager will build and cultivate positive partnering relationships and foster a continuous improvement approach to all relevant training programs.

They will provide guidance and assistance to Sending Country Governments and Labour Mobility Engagement Manager's (EM's) and Program Managers (PM's) on the development needs of the respective LSU Pre-Departure Briefing (PDB) Trainers and other identified staff as requested. They will provide advice to EM's, PM's and LSU's on training opportunities as identified through the review of the Sending Country's LSU Capacity Assessment, ensuring the outcomes reflect an increase in capacity and performance of LSUs.

**Primary Duties and Responsibilities**:
***Under the direction of Training Support Manager - Pacific & Timor Leste the Training Support Manager will:

- Manage the on-going development and support to implementation of high-quality pre-departure briefings for departing workers from all sending countries and facilitate the roll-out of any subsequent versions or updates.
- Ensure effective mentoring, communication, cross-learning and sharing of tools across LSU's through the growth of the PDB Trainer Community of Practice.
- Working with the Pacific Labour Facility Quality, Learning and Performance (QLP) team, evaluate the efficiency and effectiveness of the PDB to inform future changes.
- Work closely with the EM's and PM's in each sending country, as well as the LSU's on the annual planning and LSU Capacity Assessment, (including the introduction and management of a Training Needs Analysis process were relevant) to better understand the training and support requirements for each respective Labour Sending Unit.
- Determine the training and support requirements for each LSU that can be met by the relevant PLF teams. Investigate and advise sending country governments on strategies for addressing identified training needs beyond the scope of the PLF, including engagement with local and external training providers.
- Provide updates on training activities and initiatives to sending country governments, PLF, DFAT and DEWR as requested.
- With support from the Training Support Manager - Pacific and Timor-Leste, build linkages between the Labour Sending Units, government ministries, labour agents, bi-lateral programs, community groups, APTC and other training providers, to ensure the most appropriate stakeholders continue to be engaged in delivery of associated training programs.
- Work within the PLF Pacific and Timor Leste Engagement (PTLE) team and relevant LSU's to identify training options for the Pacific and Timor-Leste workers to meet employer pre-mobilisation skill development requirements.
- Support relevant sending countries to develop strategies for implementing the appropriate training options.
- Provide advice and direction on the development, implementation, and maintenance of any new technology to support the learning process for workers and other relevant stakeholders, e.g., LSU's, Approved Employers, etc.
- Support reintegration initiatives by leveraging connections with other DFAT funded programs and in
- country networks with the Reintegration Manager.
- Work with the Training Support Manager - Pacific and Timor-Leste, to contribute to regional planning and budgeting for all training programs, utilising the analysis of sending countries capacity development and institutional strengthening needs.
- Promote inclusion across all aspects of labour sending activities, with a particular focus on Gender Equality, Disability and Social Inclusion (GEDSI) concepts and issues.
- Ensure effective communication, cross-learning and sharing of tools across the PLF team.
- Ongoing contribution to continuous improvement
