Primary objective
Lead the delivery, implementation, and management of the Core Clinical Systems Renewal Program Organisational Change and Training strategy/plans and
resources to support the program in implementing the required organisational wide systems change and training activities.
Context statement
Digital Project Services (DPS) delivers very complex, high value, and high-risk ICT programs and multi-year digital transformation initiatives for core frontline
services through an inter-agency collaborative approach. Working closely with the client Agencies, the team comprises of public sector employees and
contractors working together to deliver multiple streams of activity as programs are implemented. The work environment is dynamic, fast paced and results
driven with high expectations of superior service delivery.
Key duties and responsibilities
1. Provide strategic change management, engagement, communications, and training advice to Directors and managers to support the development and
implementation of program strategies, plans, and actions.
2. Lead and manage the delivery of change and training initiatives, including the design, implementation and evaluation of change management and
training frameworks, strategies, and governance documentation in line with program priorities.
3. As applicable, lead and manage training, change, communications support officers to deliver effective change and training strategies, plans, and
resources that meet stakeholder needs and align with program objectives.
4. Provide quality advice and support to internal and external stakeholders on business systems and processes, including the design, delivery, and
assessment of training for users, managers, support teams, and super users.
5. Monitor, evaluate, and report on the effectiveness and impact of change and training initiatives, and adjust approaches as necessary in consultation
with Directors and program leadership.
6. Identify, develop, and implement improvement opportunities, training resources, and engagement approaches that ensure the program delivers
sustainable change and supports diverse stakeholder needs.
7. Research and apply innovative methodologies and curriculum approaches to ensure training is cost effective, high quality, and accessible across a
diverse workforce.
Selection criteria
Essential
1. Minimum of 5 years organisational change management, communication and training delivery experience on large, complex IT system implementation
programs and or projects across geographically dispersed service locations.
2. Demonstrated expertise in change and training management, with practical experience implementing change programs and designing, delivering, and
evaluating training initiatives.
3. Proven ability to translate project, change, and training strategies into operational goals and measurable outcomes that create alignment and shared
purpose across teams and stakeholders.
4. Strong stakeholder engagement, communication, and negotiation skills, with the ability to influence, collaborate, manage resistance, and clearly deliver
information and training to diverse audiences.
5. High-level analytical and problem-solving skills, with the capacity to assess complex issues, evaluate risks and benefits, provide evidence-based
recommendations, and manage resources effectively in dynamic environments.
6. Proven leadership capability, including mentoring and developing teams, fostering collaboration, building capability, and driving innovation in a climate
of substantial change.
7. Demonstrated professionalism and integrity, consistently upholding DCDD values of being professional, accountable, honest, respectful, and
innovative.
Desirable
1. Knowledge and experience in delivering Organisation Change, Engagement, Project Management or Systems training in large scale business / ICT
transformation programs and projects.
2. Tertiary qualifications in Change Management (Prosci), Training, Healthcare or equivalent.
