Primary objective
The Manager Strategic Organisational Projects will drive the conception, coordination and delivery of high-priority organisational reform and
communications projects that strengthen agency capability, culture and strategic alignment across the Northern Territory Government.
Context statement
The Manager will operate in a fast-paced, politically aware environment and will partner with senior executives, central agencies (such as DCDD
and OCPE), and external stakeholders to deliver initiatives. The role will drive capability, culture and strategic communications initiatives that will
strengthen workforce resilience, staff wellbeing and service delivery to Territorians.
Key duties and responsibilities
1. Manage the end-to-end delivery of complex, sensitive projects for the Deputy Chief Executive Officer (DCEO) and Executive Director,
producing high-level confidential briefings, Cabinet submissions, reports and correspondence.
2. Oversee the design and delivery of agency-wide initiatives in partnership with CM and C's Office of the CEO, Organisational Improvement
Unit (OIU) and DCDD arising from the Strategic Workforce Plan and People Matter Survey Action Plan (e.g. culture, wellbeing, performance
recognition, and innovation programs).
1. Lead the delivery of internal engagement and capability programs in partnership with CM and C's OIU, including newsletters, intranet updates,
staff events, People Matter Survey coordination and workforce-development initiatives.
1. Establish robust project governance and stakeholder partnerships by building effective relationships with senior executives, government
agencies, industry bodies and community groups; monitoring milestones and risks; and providing timely progress reports and advice to
executive leadership.
1. Consult on, coordinate and analyse whole-of-government communication activities to ensure message consistency and alignment with
strategic priorities.
Selection criteria
Essential
1. High level knowledge and practical experience in contemporary project management frameworks, methodologies, tools and governance
processes for the delivery of complex, multi-disciplinary organisational and reform projects.
2. High level strategic communications capability, including stakeholder analysis, message development and multi-channel execution that
reaches diverse internal and external audiences.
3. High level written, analytical, conceptual and research skills to interpret complex information, identify risks, develop evidence-based options
and provide clear, authoritative advice to senior decision-makers.
4. Well-developed ability to manage a high workload with constantly changing priorities; work independently under limited direction and
coordinate a range of priorities to meet critical timelines and required outcomes.
1. Demonstrated high level interpersonal and negotiation skills, and an ability to interact effectively with people from diverse cultures to build
and maintain effective networks with a range of internal and external stakeholders.
Desirable
1. Tertiary qualification in project management, public policy, commerce, communications, finance or other relevant disciplines.
2. Knowledge and/or experience in change management, communications or workforce development.
