We deliver infrastructure for the Canberra community, improving our liveability, enabling a vibrant, inclusive, and sustainable city. iCBR is seeking an experienced leader to undertake the role of Head of Property Services and Operations. This will be a unique opportunity to lead transformative change in property services and operations across the ACT, driving service excellence, embedding a strong safety and customer-focused culture, and shaping a financially sustainable and insourced facilities management model that supports the Territory’s strategic infrastructure goals. The Delivery – Places and Spaces Division plays a central role in managing the ACT Government’s property portfolio and strengthening the workforce that supports vital public services. Reporting to the Executive Group Manager, you will be responsible for leading the Property Services and Operations Branch – responsible for the provision of a wide range of facilities management services, and driving growth of an insourced workforce with an emphasis on cost effectiveness. The role requires strong leadership, deep technical expertise, and the ability to collaborate across government and industry to deliver high-quality outcomes. Key Responsibilities: Lead integrated facilities management and service growth across the ACT property portfolio. Foster a safe, inclusive, and financially sustainable workplace culture. Champion high standards of service delivery and customer-focused operations. Provide strategic advice on insourcing opportunities and property services. Drive operational efficiencies while maintaining service quality. Advise senior leaders and government on property operations within broader industry context. Build strong partnerships with government and industry stakeholders. Ensure alignment across technical, commercial, legal, and environmental aspects of infrastructure delivery. This is a strategic role with strong operational presence – requiring a people focused, collaborative and grounded hands on approach. The successful applicant will be skilled in building effective relationships within internal teams and clients, and be passionate about improving outcomes for the community. This position may be eligible for an Attraction and Retention Incentive (ARIn), subject to meeting the ARIn eligibility criteria as outlined in the ARIn framework at Annex B of the relevant Enterprise Agreement. Eligibility/Other requirements: Applicants must meet one of the following mandatory qualification pathways: Engineering: A four-year degree (or higher) accredited by Engineers Australia or Professionals Australia, plus a minimum of 10 years’ relevant experience. Architecture: A three-year degree (or higher) accredited by a State or Territory architecture authority, plus a minimum of 10 years’ relevant experience. Project Management: A diploma or degree in project management with 10 years’ experience, or certification as a CPPD or CPPE by AIPM with equivalent qualifications. Desirable Attributes The position requires substantial experience in property maintenance and management Knowledge of ACT Government or other State Government procurement and delivery frameworks.
