Spectrum Planning Engineers - APS 5 & 6

The Australian Communications and Media Authority (ACMA) is an independent Commonwealth statutory authority responsible for the regulation of broadcasting, radiocommunications, telecommunications and some online content.

As a Spectrum Planning Engineer, you will apply your expertise and technical knowledge across a broad range of engineering projects. The role offers the opportunity to showcase your skills while providing advice on a wide variety of spectrum-related matters. Your work will span the full gamut of radiocommunications services, from low power short range devices to complex systems that support essential services across Australia.

These roles also offer an opportunity for exposure to the international regulatory environment via the agency's involvement in the Radiocommunications Sector of the International Telecommunication Union and the Asia Pacific Telecommunity. There are multiple Spectrum Planning Engineer positions available at the APS 5 & APS 6 level for qualified people. As a Spectrum Planning Engineer, you will be expected to:

* Undertake technical and regulatory work to support the development of policy and frequency plans for radiocommunications usage in Australia
* Assist in identifying and analysing risks and planning and implementing risk response actions
* Prepare technical/engineering reports and correspondence under limited direction
* Engage in research, technical and engineering studies, including computer-based modelling analysis of radiocommunications systems under limited direction
* Perform technical activities including analysis and identification of interference issues
* Liaise with the community, industry, stakeholders and other government and external agencies.

In addition to the above responsibilities, an APS 6 Spectrum Planning Engineer, will also:

* With limited direction, undertake spectrum planning work of varied complexity to develop, implement and create technical and regulatory solutions using appropriate engineering, technical and regulatory methodologies
* Exercise both initiative and judgement to provide advice and contribute to supporting the strategic direction of the ACMA in the spectrum management area

Provide technical advice to clients and apply spectrum engineering knowledge to analyse and resolve spectrum planning issues, including preparing relevant strategic advice where appropriate.

Our ideal candidate will be someone who enjoys working in a busy and growing area of the ACMA, including contributing to the delivery of technical advice in management of the radiofrequency spectrum in Australia.

Our ideal candidate will be able to engage and work across the ACMA and with external stakeholders, apply your engineering and technical analysis skills on a broad range of subject matters and deliver high quality, fit for purpose solutions and products.

Our ideal candidate will demonstrate:

* Good communication skills, both verbal and written to undertake complex technical and regulatory work to support the development of policy and frequency plans for radiocommunications usage in Australia
* Technical engineering experience with an ability to perform research, technical and engineering studies, including computer-based modelling analysis of radiocommunications systems
* Effective problem-solving abilities with a logical approach including identifying and analysing risks and plan and implement risk response actions
* Experience preparing technical/engineering reports and correspondence
* The ability to liaise with the community, industry, stakeholders and other government and external agencies
* Initiative and drive and to seamlessly integrate into the team.

The APS 6 Spectrum Planning Engineer will also be expected to perform the above functions with:

* Reasonable autonomy and accountability
* Limited direction
* Regards to more complex and sensitive issues.

Qualifications

Mandatory qualifications for the role are:

Appropriate engineering qualifications such as a bachelor's degree in communications, electronics, and/or telecommunications engineering.
