The Role
The Business Analyst is primarily responsible for performing National Quality Agenda IT System (NQA ITS) business analysis tasks and will need to provide solution recommendations based on a high-level understanding of existing software systems. The Business Analyst will contribute to the ongoing development and support of the NQA ITS and other ACECQA systems throughout the entire release cycle and will be required to foster and manage mutually beneficial relationships with external and internal stakeholders in state and territory regulatory authorities and the Australian Government.
This role is full time at ACECQA Band 5/6 ($103,179- $140,976), Specified Task to 30 June 2026.
The key duties of the position include: 
Key Accountabilities
· Creates specification documents that provide clear guidance for technical teams to implement in line with legislation and expectations of stakeholders including subject matter experts.
· Collaborate with stakeholders and end users to identify and build business requirements.
· Analyses operational objectives by studying business functions; gathering information; evaluating output requirements and formats.
· Provides recommendations that will improve systems and controls by analysing current practices, designing solutions and documenting modifications.
· Monitors release progress by tracking activity; resolving problems; publishing progress reports; recommending actions and escalating issues.
· Leads and drives discrete projects where required.
· Tracks and facilitates priority change requests such as action items for governance committees.
· Designs and manages test frameworks and procedures to ensure that all changes are thoroughly tested before deployment.
· Defines team roles and responsibilities, reports and monitors progress during testing phases.
· Ensures agreed changes will not compromise the data integrity, quality or functionality of the existing systems.
· Builds and designs test plans, scripts, and cases for each release cycle ensuring changes are aligned to specifications.
· Participates and conducts operational testing as part of the User Acceptance Testing window.
· Develops and maintains effective and regular communication with key stakeholders to address and clarify business requirements to ensure user confidence.
· Manage stakeholder expectations and strive for consensus to implement solutions.
· Work closely with National Steering Group (NSG) members (with representation from all state and territory regulatory authorities) to progress system changes.
· Contribute to the NSG workshops by providing expert Business Analyst advice, support and through the demonstration of new proposals. 
· Investigate and advise on logged Service Desk issues, maintain associated documentation, and escalate issues to system developers where appropriate. 
· Assists with the development and update of training material.
· Provide and deliver end-user training in a variety of formats including webinars and other documented resources.
· Mentors internal team in analysis and documentation best practice. 
Eligibility 
Key Selection Criteria
· Proven experience in business analysis and design of large-scale applications with a complex organisational structure.
· Relevant tertiary qualifications in IT or related discipline including relevant industry certifications, with demonstrated experience in a Business Analyst or Project Management role for a medium size public or private organisation.
· Extensive experience in business process mapping, process re-engineering, and requirements gathering, using relevant business process modelling and testing techniques, including the formal representation of use cases and workflows.
· Strong analytical and logical approach to problem solving, including interpreting and analysing data to produce meaningful information and business insights, and undertaking qualitative and quantitative research to identify trends to assist with determining business priorities.
· Attention to detail and demonstrated experience in preparing high quality project documentation including business and functional requirements, performance reports, project plans, process flows, and business cases.
· Demonstrated experience in developing specification requirements for CRM systems.
· Strong interpersonal, consultation, negotiation, and presentation skills with the ability to verbally communicate clearly and effectively with business stakeholders, external vendor partners, and internal teams.
· Excellent documentation skills, including proven experience in the authoring of specifications and manuals.
· Demonstrated ability to work independently and prioritise work to meet required timelines.
Desirable: 
· Experience working in, or with, a regulatory or government environment. 
· A working knowledge of Microsoft CRM Dynamics 365.
o Experience in CRM Dynamics implementation, configuration, system design and/or related business process experience.
· Experience organising user groups and in positively influencing participation and outcomes.
