About us

The Department of Treasury and Finance provide economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

The Economic Division leads the development of advice to the Government, and implementation of priority projects, for key economic and policy priorities including economic strategy, regulatory reform, housing, social policy, government tax policy and intergovernmental financial relations to drive improvements in Victoria's productive and efficient resource allocation, competitiveness and equity across the economy.

Economic Growth Victoria (EGV) works alongside Better Regulation Victoria (BRV) in a collegiate environment to support the work of the Commissioner for Economic Growth and Better Regulation, who is a statutory appointee of the government.

Economic Growth Victoria is a small team of policy and economic professionals that supports the Commissioner for Economic Growth to advance the Government's inclusive economic growth agenda, including undertaking research and inquiries commissioned by the Government, engaging with stakeholders, and preparing advice:

- to address immediate economic issues
- on major issues affecting the performance of the Victorian economy
- on the effectiveness of government programs; and
- on regulatory matters.

Better Regulation Victoria works with the Victorian Government and community to support the analysis, design, and implementation of best-practice regulation. BRV supports the Commissioner for Better Regulation to:
- Assess the adequacy of Regulatory Impact Statements (RISs) and Legislative Impact Assessments (LIAs)
- Assist with the design, application, and administration of regulation
- Identify opportunities to reduce red tape and develop regulatory reform initiatives
- Advise on and investigate complaints about competitive neutrality
- Undertake research on specific regulatory issues, at the request of the Treasurer, Assistant Treasurer or Secretary, DTF.

Together, EGV and BRV work with the Victorian Government and community to advise on productivity and regulatory opportunities for social, environmental, and economic improvement. EGV and BRV staff work in a stimulating and collaborative environment that provides outstanding development opportunities through addressing a broad range of public policy issues.

About the role

With a newly appointed Commissioner for Economic Growth and Better Regulation Victoria, we are seeking an enthusiastic Senior Economist or Senior Policy Officer to join our team. You will join a high-performing and rapid-paced team to deliver innovative and dynamic policy advice to government.

You will work alongside policy and project colleagues to lead research and analysis tasks to inform written reports, briefs, and documents, including stakeholder engagement activities.

You will have the opportunity to contribute to the development of economic policy that responds to new and innovative productivity priorities across the State.

You will be motivated to think deeply about complex issues, curious in determining what actions might have the most impact, and genuine in your engagement with a wide range of stakeholders.

Note: another VPS 5 role is being advertised in BRV at this time.

Key accountabilities

- Provide strategic thought leadership to develop and guide EGV's position on key issues.
- Work independently and as part of a project and policy team to deliver practical advice on economic, social, and environmental policy issues for the Commissioner for Economic Growth, senior management, and government.
- Undertake rigorous research and analysis on complex economic, social, environmental, financial, and/or public policy issues
- Prepare briefings and policy advice that are timely, accurate, accessible, fit-for-purpose, and supports the strategic direction of the work group and department.
- Prepare high quality, influential written and verbal advice on complex issues for the Commissioner for Economic Growth, senior management, government, and external stakeholders.
- Identify opportunities to lead meaningful stakeholder engagement and implement engagement processes in a timely and organised manner.
- Actively participate in negotiations, consultation, and presentations with internal and external stakeholders (including departments and agencies, businesses, and members of the community) and build ongoing relationships with key stakeholders.
- Contribute to a positive team culture.

Key Selection Criteria

- Highly developed analytical and research skills. Demonstrated ability to analyse problems through the application of economic and related frameworks, and to think creatively and collaboratively to solve problems.
- Proven experience in providing high-quality advice, both verbally and in writing, including the ability to convey complex ideas persuasively and effectively in plain English.
- Proven project management skills, with an understanding of project management controls, ability to assist in the development and implementation of project management systems, and the ability to maintain and manage core project documentation.
- Advanced stakeholder engagement skills with experience building and maintaining strong networks and ongoing positive relationships with departments, regulatory agencies, and business groups
- Proven experience in managing competing work priorities and the ability to engage collaboratively as part of a team to deliver agreed outputs.

Experience and qualifications

An appropriate tertiary qualification in economics, law, public policy, econometrics, commerce, statistics, or a related field is required.
