Primary purpose of position
The Manager Project Delivery is responsible for the day-to-day leadership, coordination and performance of the Port’s project delivery function. This includes direct management of Project Managers and PMO leads, with the PMO retaining responsibility for project governance framework, standards and portfolio reporting, and Project Managers responsible for delivery of individual projects within those frameworks.
The role ensures strong collaboration with Commercial, Environmental, Safety and Engineering Leads so that functional requirements, risk controls and approvals are integrated into all phases of project delivery.
The Manager Project Delivery provides strategic and operational oversight to ensure projects are delivered within approved frameworks and standards, and there is a clear visibility of project performance, benefits and impacts across the organisation.
Position specific responsibilities
• Provide day-to-day leadership, coaching, performance management and professional development for Project Managers and PMO staff, fostering a high performing and collaborative project delivery environment, including clear role expectations and performance objectives aligned to the Port’s Project Management Framework
• Lead and oversee the delivery of Port projects through effective project management and contract administration, ensuring appropriate project administration support is in place
• Ensure all project teams deliver in alignment with the Port’s Project Management Framework, collaborating with Portfolio Managers, engineering teams and asset management functions
• Oversee and coordinate project schedules including activity definition, sequencing, duration estimates, milestones, critical paths and schedule reporting requirements
• Oversee Commercial, Environmental, Safety and Engineering Leads to ensure project scopes, procurement strategies, contracts, risk controls and design decisions comply with relevant policies, standards and statutory obligations
• Partner with Commercial and Procurement functions to ensure contracts, tender processes and commercial risk management align with corporate policies and deliver value for money
• Identify and escalate significant commercial, contractual and claims risks across the project portfolio in collaboration with Commercial and Legal advisors
• Lead the management of project financials, including resourcing, cost estimation, budgeting, cost control, financial applications, forecasting and accurate reporting of expenditure against approved budgets
• Ensure appropriate processes and tools are in place for monitoring expenditure, schedules, risks and performance across all projects, and provide consolidated reporting and escalation to the General Manager
• Support benefits definition and realisation planning for major projects, ensuring expected benefits are clearly documented, tracked and reported to Executive Leadership Team
• Support the General Manager, Project Managers and PMO staff to ensure actions, deliverables and deadlines
• Monitor the Project Risk Register and coordinate progress reporting with risk owners
• Oversee governance activities, including Project Steering Committee and project review meetings, ensuring PMO/project support staff coordinate the timely distribution of agendas, reports, minutes and action tracking
• Provide effective resource planning, workload balancing, mentoring and capability development for the project delivery workforce
