Directorate Overview
The Chief Minister Treasury and Economic Development Directorate (CMTEDD) leads the public sector and works collaboratively both within government and with the community to achieve positive outcomes.
As a central agency CMTEDD provides strategic advice and support to the Chief Minister, the Directors Ministers and the Cabinet on policy, economic and financial matters, service delivery, whole of government issues and intergovernmental relations.
The Directorate facilitates the implementation of government priorities, drives initiatives and leads the strategic direction for the ACT Public Service (ACTPS) to ensure it is well positioned to perform its role.
Division Overview
Revenue Management Division (the ACT Revenue Office) is responsible for providing advice on revenue and taxation administration; the development of revenue and taxation legislation; compliance activities; debt management; administering the Territory's rates and land taxes including valuations, remissions and rebates (pensioners); and administering concessions and grants in the ACT.
The Commissioner for ACT Revenue is a statutory position appointed under the Taxation Administration Act ****.
Business Unit Overview
The Debt Management section is dedicated to effectively managing and recovering tax debts owed to the Territory while ensuring the integrity of the taxation system.
Key responsibilities include implementing strategies for debt recovery, educating clients about their tax obligations and engaging with taxpayers early to address compliance issues.
Our use of advanced data analytics allows us to identify trends and optimise recovery approaches, ultimately benefiting both the Territory and its residents.
In addition to debt recovery the unit oversees accounts administration which involves maintaining accurate financial records, tracking outstanding accounts and managing payment arrangements.
Our goal is to reduce overall tax debt while fostering positive relationships with taxpayers through transparent communication and support.
DUTIES / RESPONSIBILITIES
Lead, coach and develop a team of debt management and account administration officers to ensure consistent, high-quality service delivery.
Oversee daily workflows, allocate tasks and monitor workload distribution across debt recovery and account administration functions.
Manage escalations and complex matters in a challenging operational and regulatory environment, demonstrating sound judgement, resilience and professionalism under pressure.
Review and authorise complex recovery actions including payment arrangements, garnishees and legal referrals, ensuring compliance with legislative requirements and organisational policy.
Monitor and report on debt recovery performance, identifying emerging risks, trends and opportunities for improvement.
Contribute to the development and implementation of debt recovery strategies, frameworks and escalation pathways.
Oversee the accuracy and integrity of taxpayer accounts, ensuring correct application of payments, adjustments and account reconciliations.
Provide expert advice on the interpretation and application of relevant tax legislation and procedural guidance.
Maintain a strong focus on customer service when dealing with clients, adhering to ACT Public Service organisational values and the public service code of conduct.
This position does not require a Working with Vulnerable People Check.
Note: Occupants may be rotated to other positions at the same level within the Revenue Management Division as required.
Suitable applicants may be placed in a merit pool and offered similar roles at a later date.
