About the role

Outcare is seeking an experienced and forward-thinking General Manager – Safe, Strong Lives to lead one of our most impactful and diverse service portfolios. This is a newly created senior leadership role, offering a rare opportunity to shape, influence, and grow services that make a real difference in people's lives.

The General Manager provides strategic and operational leadership across the Safe, Strong Lives portfolio, including Outcare's Adult Justice and Diversion, Specialist Women's, and Tenancy Support services. Leading multiple service streams, the role sets clear direction and provides strong support to Operational and Team Leaders to ensure consistently high-quality service delivery, effective contract management, and meaningful outcomes for clients and communities.

This role is ideal for a values-driven leader who thrives on complexity, enjoys thinking creatively, and is motivated by continuous improvement. You will champion evidence-informed practice, ensure services remain responsive to community need, and balance innovation with strong operational discipline to deliver services efficiently and sustainably.

Working closely with the Chief Operating Officer and the Executive Leadership Team, the General Manager plays a key role in translating organisational strategy into practice, strengthening workforce capability, and driving improvement and innovation across the portfolio. What you will be accountable for

The General Manager – Safe, Strong Lives is accountable for the performance, quality and sustainability of the Safe, Strong Lives portfolio. This includes clear oversight of service delivery, safeguarding, risk and compliance, workforce leadership and budget management within approved parameters.

* Providing strategic and operational leadership to ensure services deliver safe, high-quality and outcomes-focused support.
* Leading, developing and holding accountability across Operational and Team Leaders, building a strong, consistent and values-led service culture.
* Translating organisational strategy into effective service delivery, driving continuous improvement and evidence-informed practice.
* Overseeing program performance, contracts and reporting to meet funding, compliance and performance expectations.
* Holding and managing portfolio-level risk, including safeguarding, safety and incident management.
* Building strong relationships with government, funders and community partners.
* Working closely with the Chief Operating Officer and Executive Leadership Team to provide operational insight, support organisational planning and contribute to Outcare's long-term sustainability and impact.
What you will bring

You are an experienced and purpose-driven senior leader who thrives in complexity and is motivated by creating meaningful, lasting outcomes for people and communities.

* Significant senior leadership experience across community services, justice, housing or related human services sectors, including oversight of multiple programs or service streams.
* Proven capability leading leaders and multidisciplinary teams, building accountability, capability and high-performance cultures.
* Strong operational insight, with experience managing service performance, contracts, compliance and reporting within complex, funding-driven environments.
* Confidence holding risk at a senior level, including safeguarding, safety and compliance matters.
* Highly developed stakeholder engagement skills, with experience working collaboratively with government, funders and community partners.
* Sound judgement, strong analytical capability and the ability to balance strategic priorities with hands-on leadership.

A relevant tertiary qualification in Social Work, Community Services or a related discipline is desirable, as is experience working in trauma-informed and culturally responsive environments.
