* Band 7 Fixed Term Position for 9 months in one of the City of Ballarat's three planning teams
* Responsible for the planning of housing, jobs and infrastructure in Ballarat's growth areas
* Part of a collegiate multidisciplinary team with a highly varied workload

About The Role
The City of Ballarat has an exciting opportunity to help plan for Ballarat's ongoing population growth. You will be joining a multidisciplinary team responsible for planning and implementing development in Ballarat's existing and future growth areas. The primary objectives of the position will be:

* To lead and manage the day to day planning activities and outputs required to deliver the new growth fronts in Ballarat.
* The position incorporates a mix of both the statutory and strategic functions associated with progressing with the extensive planning work required to formalise and implement the new growth fronts into the Ballarat Planning Scheme.
* This includes project management of the preparation of Precinct Structure Plans (PSPs) and Development Contribution Plans (DCPs) in close consultation with relevant stakeholders including internal units, state government agencies, landowners, developers and consultants.
* The role will also have responsibility for ensuring the accurate implementation of the PSPs and DCPs through the assessment of planning applications for development proposals and infrastructure delivery as required.

This role is a 9-month fixed term maternity leave position.

Selection Criteria

* Demonstrated ability to champion, model and promote the corporate values.
* A relevant tertiary qualification in Town Planning with several years relevant experience.
* Demonstrated high level experience in the preparation of Precinct Structure Plans and Development Contribution Plans and the development of greenfield growth areas using the processes of the Planning and Environment Act 1987.
* Proven experience in management of a range of statutory planning projects, particularly within a large public and/or private organization.
* Proven ability to effectively manage time to ensure the delivery of an efficient and accurate planning service.
* Demonstrated communication and entrepreneurial skills to influence and collaborate with a broad range of stakeholders, coupled with excellent proficiencies in report writing, researching skills, policy development and verbal presentations.
* Demonstrated high level experience in negotiating with stakeholders and landowners to achieve community outcomes in a complex business and political environment.
* Demonstrated experience in developing and maintaining industry, government and community partnerships to deliver key strategies and projects.
* A sound understanding of the Victorian Planning Policy framework and Urban Planning regulatory framework

About You
The preferred candidate will be an experienced and qualified town planner who has several years' local or state government planning experience in a growth areas context. We are also open to discussing a secondment arrangement from another Council for the right person.
