The Role
An opportunity exists for an experienced physiotherapist to oversee physiotherapy and rehabilitation service delivery to ADF members in Joint Health Unit - Victoria/Tasmania. The EL 1 Physiotherapist Manager is accountable under broad direction to provide clinical advice and subject matter expertise in physiotherapy and related allied health services within an integrated workforce.
They will require an in-depth knowledge of and compliance with legislative frameworks to provide both written and verbal guidance to inform and support Defence’s mission through decision-making, practice and policy.
As the EL 1 Physiotherapist Manager you will exercise a considerable degree of independence and perform a leadership role. You will be required to have in-depth knowledge of the physiotherapy field and be responsible for the development, implementation, compliance and review of policies, procedures and practice.
The EL 1 Physiotherapist Manager will be responsible for actively managing key stakeholder relationships within the Joint Health Unit region. They will be required to identify relevant stakeholders’ expectations and concerns, to develop and communicate methodologies and practices to achieve outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development of their work area.
The successful candidate will at times be required to travel to Defence establishments within the Victoria and Tasmania region.

Joint Health Command (JHC) is responsible for the delivery of healthcare services to over 70,000 Australian Defence Force (ADF) personnel. Through the delivery of reliable, resilient and best practice health services, JHC enables a healthy, ready, and supported Force from enlistment through to transition from service.
Health care services are delivered through eight Joint Health regions across Australia. The EL 1 Physiotherapist Manager position is part of Joint Health Unit - Victoria/Tasmania (JHU - VT) and is based at Headquarters JHU-VT, Victoria Barracks, Melbourne VIC. Each Joint Health Unit facility provides a range of services which can include medical, nursing, dental, physiotherapy, mental health, rehabilitation, and in-patient care.
The JHC workforce is an integrated, multi-disciplinary team of Defence members, civilians, contractors and professional health providers. We work together to manage around one million patient health service interactions with Defence members each year.
The EL 1 Physiotherapist Manager reports to the JHU-VT Commanding Officer, with technical guidance provided via the Assistant Director Garrison Rehabilitation Services within the Directorate of Clinical Services.
Our Ideal Candidate
The successful applicant will demonstrate extensive clinical leadership experience in an advanced practice, musculoskeletal, or sports physiotherapy setting. They will possess strong critical thinking skills and be proficient at analysing workflows and business processes. They will demonstrate the ability to lead clinical governance activities including, reviewing service delivery efficiency, staff management, clinical audits, as well as clinical incident reviews and management.
The ideal candidate will have proven experience in managing, developing and mentoring staff through performance appraisal and change processes, clinical mentoring and training to assist the development of staff. They will be enthusiastic to foster and maintain strong and effective professional relationships between various stakeholders within the Department of Defence as well as contracted external organisations.
The successful candidate will require the ability to balance leading a regional physiotherapy team with the need to support service delivery within nationally consistent service model, as directed by policy and their technical chain.
Eligibility
Security Clearance:
Applicants must be able to obtain and maintain a security clearance at Baseline Vetting level.
Mandatory Qualifications:
Registered as a Physiotherapist with the Physiotherapy Board of Australia.
