Full Job Description Our client is responsible for delivering people-focused, sustainable communities across the ACT. Through the West Belconnen Joint Venture (Ginninderry), the organization is progressing one of Canberra's largest and most ambitious urban development programs — 1,600 hectares over 30–40 years, delivering approximately 11,500 dwellings.
The role sits with Commercial Ventures team and requires an experienced senior Project Manager to take carriage of the West Belconnen Landfill Capping and Development Project, a technically complex, multi-stage program involving landfill rehabilitation, concept design refinement, statutory approvals and strategic decision-making with the Joint Venture partners.
This role is a 12-month in-house engagement (Jan 2026 – Jan 2027), with flexible work arrangements and periodic attendance at Dickson office.
Key Accountabilities
* Lead the Territory's interests across the West Belconnen Landfill Capping and Development Project, acting as the primary interface between SLA, JV partners, and ACT Government stakeholders.
* Manage an independent review of the completed concept design and cost plan, informing future phases of detailed design.
* Oversee the progression of detailed design, statutory approvals and related regulatory processes being delivered by the Joint Venture Development Manager.
* Lead the preparation of Board papers, high-level governance reports, Business Cases and Cabinet submissions.
* Provide strategic advice to the Development Director and broader SLA leadership on performance indicators, risk exposure, environmental considerations, land development strategy, and delivery options.
* Contribute to additional Ginninderry JV projects at the discretion of the Development Director – Commercial Ventures.
* Represent SLA in high-visibility forums, including meetings with statutory authorities, ACT Government agencies, private entities, community groups, and public sessions where required.
Essential Skills and Experience
* Demonstrated senior-level experience in complex landfill remediation, environmental approvals, and land development projects.
* Proven performance in Joint Venture environments or similarly structured, multi-party project governance frameworks.
* Strong capability to deliver complex programs strategically — planning, sequencing, prioritising and managing competing financial and non-financial KPIs.
* Deep understanding of emerging issues across government, commercial, environmental, legal, financial, technical and community domains, with the ability to provide proactive strategic direction.
* Proven ability to evaluate project performance, lead innovative problem-solving, and influence high-stakes outcomes with a detailed understanding of development contracts, agreements and delivery mechanisms.
* High-level communication, negotiation and senior stakeholder engagement skills — including interactions with Boards, Executives, Ministerial Offices and industry representatives.
* A self-directed, outcomes-driven professional with strong workload management skills and the ability to deliver high-quality outputs under pressure while operating in line with ACT Public Service values and behaviours.
