**Outcomes**
It is expected the project will:
- increase the number of people interested in working within the frontline service delivered within the DFSV sector.
- decrease the number of vacant frontline positions within the DFSV sector.
Short term outcomes will include:
- increased number of appropriately skilled and qualified people responding to advertised positions.
- increased number of people enrolled in qualifications relevant to the DFSV sector.
**Scope**
The scope of the contractor's work is limited to activities that support the project deliverables and:
- aim to support and strengthen the Queensland DFSV sector's frontline workforce.
- can be operationalised with the allocated funding.
- do not duplicate existing workforce responses with Queensland.
- prioritise attracting suitably qualified front line workers required to respond to initiatives. from the Women's Safety Justice Taskforce Reports.

**Reporting requirements**
The contractor will report to Director, Sector Reform, within the Women's Safety and Violence Prevention division.
**Deliverables**
There are two project deliverables:
- Workforce report: attraction strategy's, initiative, campaigns and actions
- Implementation action plan.
- Workforce Report_
The report is to provide analysis of the current strategy's, initiatives, campaigns and actions with the social services sector inclusive of the DFSV sector, and outline:
- the strategy's, initiative, campaigns and actions that exist, by sector and target audience, and any known results.
- linkages and opportunities for leveraging, replication or scaling what has worked.
- analysis of workforce participation in the social services sector inclusive of the DFSV sector across Australia, by region.
- options and recommendations for Women's Safety Violence and Prevention, including financial and outcome models.
- Implementation Action Plan_
An action plan for implementation of the endorsed recommendation/s including:
- project implementation plan, including costings and potential supplier.
- project implementation schedule
- supporting project documents such as communication and engagement strategy, risks and issues register, project reporting templates and costings.
**Contractor Skills**
The ideal contractor will be required to be across complex workforce issues and engage and negotiate with many stakeholders in a variety of settings. The contractor will have:
- experience in delivering outcomes for government and overseeing reform agendas
- the ability to engage across agencies and with external parties such as peak bodies and community groups.
- demonstrate outstanding judgement, high-level integrity, ethics and probity, strong agility to adapt to a constantly changing environment, a strong achievement orientation, and excellent communication and negotiation skills.
- proven ability and significant experience in providing effective leadership and delivery in planning, developing, implementing, and evaluating campaigns, initiatives and activities to support organisational goals that are delivered in the context of public and political expectations.
- exemplary communication and interpersonal skills, with a demonstrated ability to work in partnership and build influential and productive relationships across organisational and sector boundaries, particularly in a time of crisis.
- superior analytical and problem-solving skills, particularly in a communication and/or marketing context.
- Extensive and demonstrated experience in preparation of reports and executive documentation in accordance with government frameworks and standards.
