Chief Executive Officer

About Aboriginal Community Services

Aboriginal Community Services (ACS) - formally known as Aboriginal Elders & Community Care Services Inc. - is a registered charity, incorporated association, and Aboriginal community‐controlled organisation based in Mile End, South Australia. ACS is an approved aged care provider operating under three key programs: the National Aboriginal and Torres Strait Islander Flexible Aged Care Program (NATSIFAC); the Commonwealth Home Support Program (CHSP); and Support at Home (SaH) for Aboriginal Elders Village (AEV). ACS serves Aboriginal and Torres Strait Islander people across South Australia, delivering quality, culturally safe, community‐controlled care.

About the Role

This is a significant leadership opportunity for a visionary Aboriginal leader to guide ACS into its next phase of growth. The CEO is accountable to the Board of Directors through the Chairperson and is responsible for the strategic leadership and operational management of the organisation.

Working within a flat management structure, the CEO will partner closely with the Chief Finance Officer and the Operational Leadership Team to drive organisational excellence – ensuring ACS remains the leading First Nations aged care provider in South Australia.

Key Responsibilities

* Lead and implement the ACS Strategic Plan as directed by the Board of Directors
* Provide strategic and operational leadership across all programs and services
* Drive financial performance, budget management, and fiscal accountability in partnership with the CFO and Board
* Develop and embed a Cultural Safety framework across all facets of the organisation
* Build and maintain key stakeholder relationships with government, funding bodies, and community
* Ensure compliance with aged care legislation, regulatory requirements, and quality standards
* Lead workforce development and build organisational capability through culturally appropriate approaches
* Champion quality improvement and continuous quality management systems across ACS
* Represent ACS publicly and advocate for the interests of Aboriginal Elders and communities

Qualifications

* Identifies as Aboriginal and/or Torres Strait Islander and is acknowledged as such by their community
* Executive management experience with deep understanding of the Australian aged care sector, specifically regarding First Nations health (as of 2026)
* Strong strategic thinking and planning skills with a community‐focused approach to social, economic, and environmental wellbeing
* Sound knowledge of Commonwealth policies including Closing the Gap and contemporary aged care programs
* Proven ability to work collaboratively with a Board of Directors in applying and implementing strategic direction
* Demonstrated financial management skills including budgeting, cost control, and reporting
* Demonstrated commitment to the principles of the Aboriginal Community Controlled Health Sector and history of collaborating with Aboriginal communities
* Advanced communication skills – written, verbal, interpersonal, and negotiation
* A leadership style that develops, coaches, and empowers employees with a focus on accountability, initiative, and community satisfaction
* Recognised degree in business, law, accounting, administration, clinical science, or relevant field
* At least 3 years' demonstrable experience in a Chief Executive Officer position within aged care or community health services

* National Police Check (within previous 3 months)
* Responsible Persons Mandatory Legislative and Regulatory Screening
* Working with Vulnerable People check
