Location: Fremantle and Rottnest Island (commuting), Western Australia
The Commercial Property Manager contributes to the strategic management of Rottnest Island Authority's (RIA) commercial premises and activity business portfolio including managing leases, concession agreements and licences, contributing to budget processes, managing property and commercial projects (including procurement of external consultants), ensuring lease and business compliance and stakeholder relationship management, arranging repairs and maintenance.
The position ensures that all commercial contractual arrangements are in line with RIA's policies and that all business operators on the island adhere to contractual arrangements. The position also manages staff whilst supporting the planning, formulation and implementation of RIA's goals and policy development.
The position is also responsible for coordinating and delivering Rottnest Island Authority's annual Expression of Interest (EoI) process for recreational businesses operating on the island. This includes planning and managing the full EoI lifecycle—from developing documentation and assessment criteria, assessing submissions, and preparing recommendations to the panel for approval. The position also oversees the onboarding of successful applicants, ensuring contractual arrangements, compliance obligations and operational expectations are clearly established prior to commencement.

Selection Criteria

1. Experience in negotiating and managing leases, licences and ancillary agreements in a commercial environment.
2. Excellent drafting and communication skills including experience in drafting documents seeking approval from a Board or senior level managers.
3. Stakeholder relationship management skills including influencing and negotiating skills.
4. Strong planning and organisational skills and proven ability to meet deadlines under pressure and achieve business outcomes.
The following essential criteria may also be assessed during the recruitment process.
1. Conceptual, analytical and problem-solving skills including ability in interpreting and applying relevant legislation, policies and procedures.
