At Greater Shepparton City Council, we are seeking a Change Management Lead to champion and drive cultural and operational transformation across the organisation. This is a unique and high-impact role that will play a critical part in shifting our focus from compliance to performance and people-centred.
About the Role
As the Change Management Lead, your initial focus will be to lead two major whole-of-organisation projects:
* Organisational Culture Change
* Customer Experience Transformation
Working closely with the Executive Leadership Team, Project Control Groups, and the broader workforce, you will ensure that change initiatives are well-understood, supported, and successfully embedded across all levels of the organisation.
This role does not include direct staff management but offers significant influence and cross-functional leadership. You'll be instrumental in guiding teams through change, explaining the 'why' behind initiatives, and fostering genuine buy-in and alignment from employees across all departments.
What You'll Be Doing
* Lead and deliver key organisational change initiatives, with a focus on culture, customer experience, efficiency and innovation
* Work collaboratively with project teams, senior leaders, and staff across all levels to drive engagement and ensure successful implementation.
* Act as a trusted advisor to the CEO and Executive Leadership Team on change strategy, frameworks, and communication.
* Translate complex project goals into clear, relatable, and actionable outcomes for staff.
* Influence positive behavioural and mindset shifts aligned to our future vision.
* Promote a culture of innovation, collaboration, performance and being people focussed.
* Ensure effective stakeholder management and communication throughout the change lifecycle.
What We're Looking For
* A highly experienced and strategic change management professional.
* Proven ability to lead complex, cross-organisational change projects with measurable outcomes.
* Exceptional communication and engagement skills – a natural collaborator who can build trust and bring people along the journey.
* Strong understanding of cultural transformation and customer-centric practices.
* Experience working within or alongside executive teams and governance groups.
* Knowledge of project management frameworks (e.g. Prince2, Agile, ADKAR) and the ability to adapt or implement new approaches to suit the organisation's needs.
