The Assets and Facilities Department exists to support and add value to the community through effectively, sustainably and efficiently managing Council's infrastructure assets by minimising risk and maximising performance. This is achieved by providing asset management, asset protection and facility management services.

Reporting to the Manager Assets and Facilities, this diverse and impactful senior leadership position provides strategic leadership and direction for the City of Whittlesea's asset management function. The role ensures effective lifecycle asset planning, financial asset management, and evidence-based decision-making to support the sustainable delivery of services to the community. In collaboration with the MEMO, this position will undertake a leadership and coordination role for the preparedness, response and recovery of a Municipal Emergency including but-not-limited to pandemic and other emergencies.

Leading 4 direct reports and an overall team of 9, this exciting strategic role will:

* Oversee the development, implementation, and continuous improvement of asset lifecycle planning, including condition assessments, renewal forecasting, treatment modelling, and long-term optimisation of community assets.
* Play a key role in the implementation of a new asset management system across Council, working closely with the ePMO, capital delivery and finance teams
* Manage the integration of asset information with financial systems to support capitalisation, infrastructure valuation, depreciation modelling, and renewal planning in alignment with Australian Accounting Standards (AASB 13/116) and ISO 55000 principles.
* Maintain and enhance the Asset Management Information System, including digital work order processes for maintenance, asset register integrity, and the capture of data to inform decision-making and reporting.
* Lead valuation, capitalisation, depreciation, and renewal funding processes to ensure compliance with accounting standards and alignment with the Long-Term Financial Plan.
* Drive digital transformation, champion data-driven decision-making, and implement continuous improvement initiatives to enhance efficiency and service delivery.
* Lead and manage a high-performing team, developing capability, fostering accountability, and building a positive and cohesive culture based on trust, collaboration, and continuous improvement.

Applicants will need to be top tier people leaders, with a demonstrated ability to drive cultural and organisational change and to motivate an expert group of staff to strategically plan and deliver an important Council function. The role calls for demonstrated senior experience in strategic or operational asset management issues, including asset planning, design, construction or maintenance. Strong asset systems experience is critical, along with knowledge and experience in civil, building, open space assets and design with a record of developing strategies for providing services through infrastructure.

Tertiary qualifications are expected in engineering, asset management, infrastructure, or a related discipline, with relevant post-graduate qualifications and/or a Victorian Engineering registration would be highly regarded.

Of critical importance will be a demonstrated commercial acumen, a high level of initiative and the ability to manage competing priorities in a complex, fast-moving political environment.
