About the Role
We are seeking a Senior Business Analyst to join our Risk Data & Insight System (RDIS) Branch. As a Senior Business Analyst, you will drive strategic planning, business process improvement, and stakeholder engagement to support complex projects.
Key Responsibilities
* Conduct strategic planning, gap analysis, and solution blueprint development for visualisation capabilities.
* Lead business modelling, process improvement, and requirements definition for complex initiatives.
* Facilitate workshops to extract and document business requirements and processes.
* Engage stakeholders to prioritise requirements and resolve conflicts.
* Produce deliverables including Business Specifications, Functional Specifications, Use Case Models, and Risk Management Plans.
* Transfer skills and knowledge to departmental staff, ensuring compliance with recordkeeping policies.
Essential Criteria
* Business Modelling: Conduct advanced modelling for significant change programs, selecting appropriate techniques and communicating results to senior managers.
* Business Process Improvement: Analyse and design processes to improve efficiency, leveraging new technologies and automation.
* Business Situation Analysis: Manage complex analysis with ambiguity, engaging stakeholders and advising on approaches.
* Consultancy: Deliver analysis, recommend options, and address client needs through stakeholder collaboration.
* Feasibility Assessment: Identify and assess options, supporting business case preparation with cost/benefit and risk analysis.
* Requirements Definition and Management: Lead scoping, prioritisation, and stakeholder negotiations for large initiatives.
Desirable Criteria
* Minimum 5 consecutive years as a Senior Business Analyst.
* Stakeholder Relationship Management: Facilitate communication and decision-making with stakeholder groups.
* User Experience Analysis: Develop user stories and resolve conflicting user requirements.
Working Arrangements
* Full-time on-site work in Canberra for the first 3 months or until familiar with the department's landscape.
* Hybrid arrangements may be considered afterward, subject to approval.
* Remote work costs are the contractor's responsibility.
