Assistant Director, Data Analytics and Modelling

About the Position

The Data Analytics & Modelling Section of the Research Evaluation and Policy Branch are seeking applications for an EL 1 Assistant Director. The role will be responsible for leading projects related to research funding policy modelling, research evaluation and metric design, including undertaking modelling and data analysis, and the preparation of related forecasts and/or reports. The role will collaborate with Policy Analysts/Officers, Data Engineers, Data Analysts, Data Scientists and other senior staff, as well as work with a variety of internal and external stakeholders to develop evaluation products that meet the ARC’s policy development and research evaluation and data requirements. Additionally, the role will translate their analyses into written reports and if applicable, visualisation content, to present their findings to diverse audiences.

This role will also involve contributing to the design and implementation of data governance, data request procedures, and infrastructure enhancements to deliver research evaluation work packages for the Section, and to improve the ARC’s data capabilities.


The key duties of the position include:

Duties and Tasks

In this position, the successful candidate is expected to:

* Lead and manage policy modelling and research evaluation projects, providing strategic direction to teams and contributing to organisational objectives, business plans, and operational outcomes. This includes overseeing staff, fostering high performance, and ensuring timely, high-quality delivery of complex analytical work.
* Lead the design and implementation of principles and techniques for collecting, organising, interpreting, visualising and presenting quantifiable data in the research evaluation space, as well as the production of statistical reports, analyses and data visualisations to supplement their work.
* Provide technical advice and expertise on research evaluation issues, methods and tools to varied audiences.
* Contribute to the upskilling and supervision of junior staff in data analysis/research evaluation/policy analysis/metric design through mentorship and/or direct supervision of staff.
* Maintain and develop technical and non-technical knowledge through learning and development activities.
* Provide timely, quality research evaluation support and services across the ARC, including analysing, interpreting and undertaking quality assurance of data and datasets.
* Contribute to good documentation practices that enable replicable processes for analysis, evaluation, monitoring and quality improvement within the Branch.

Required Skills and Knowledge

The skills and knowledge required for this role are:

* Strong leadership and people management skills, with the ability to lead teams, motivate staff, and manage performance while applying advanced critical thinking to synthesise insights from multiple data sources and distil key issues.
* Excellent data analytical skills, modelling and/or forecasting experience, proficient in excel, and experience in a programming language preferably Python.
* Strong project management skills with a proven ability to deliver large and complex analytical initiatives within required quality standard and timeframes. HR – people management skills
* Strong communication, liaison and negotiation skills, with demonstrated experience in building productive working relationships to understand client needs and ensure outputs meet their expectations when sharing, collating and reporting data.
* Strong organisational conceptual, analytical and problem-solving skills, including strong attention to detail and the ability to develop and document consistent processes for research evaluation.
* Expertise across a range of evaluation methods and tools, and a detailed understanding of data analysis, translation and data visualisation concepts.
* Strong written communication skills, with the ability to translate findings from analysis to written reports for both technical and non-technical audiences.
* Proven experience in supervising and upskilling junior staff in the research evaluation / policy analysis space.

The successful candidate will have deep expertise in research evaluation / policy analysis, the ability to exercise initiative and adept assessment of risk in leading of projects and be able to prioritise and respond quickly to changing priorities.

They will be able to work co-operatively with operational and delivery teams, business areas and the executive team to deliver outcomes for the Australian Research Council and its external clients and stakeholders.

Our work underpins evidence-based research policy advice to the Australian Government and delivers key functions including research evaluation, impact analysis, enterprise reporting, data governance, and data capability uplift.
