Overview / BackgroundThis role supports the delivery of a large-scale, complex government transformation program of national significance. As part of a dedicated Change Management team, the Change Manager will play a pivotal role in enabling staff across the organisation to understand, adapt to, and embed new ways of working.
The program spans multiple value streams and business areas and requires a structured, people-centred approach to change. The Change Manager will act as a key conduit between program delivery teams and the business, ensuring change impacts are clearly understood and effectively managed.
Working in a collaborative, high-performing environment, the role focuses on building readiness and adoption through clear communication, effective engagement, and practical change support. Particular emphasis is placed on journey mapping and experience blueprinting to clearly articulate current and future states and support sustainable capability uplift.
Position Brief
The Change Manager will plan, coordinate, and deliver change management activities that support successful program outcomes. The role requires strong engagement skills, the ability to translate complex change into accessible narratives, and experience supporting large-scale organisational change across multiple teams.
Key responsibilities include:
* Providing expert advice and practical support on managing change and overcoming resistance
* Developing experience blueprints and user journey maps to support transition and adoption
* Engaging business and technical stakeholders to identify change impacts, risks, and pain points
* Facilitating workshops with business owners and end users to capture insights and requirements
* Producing visual, user-centric change artefacts that align experience, operational, and organisational objectives
* Collaborating with change, training, and communication specialists to ensure coherent delivery
* Managing stakeholder relationships and contributing to informed decision-making within governance frameworks
* Supporting travel to Canberra as required for program activities
Requirements (Essential)
* Proven experience delivering organisational change within large, complex environments
* Strong communication and stakeholder engagement skills, with the ability to influence at all levels
* Experience applying change management methodologies and frameworks
* Demonstrated capability supporting or leading large-scale transformation initiatives
* Strong strengths in journey mapping, experience blueprinting, and visual change artefacts
* Conceptual and information design skills, with experience using tools such as Figma, Miro, or Adobe CC
* Ability to manage multiple work packages while maintaining quality, risk, and dependency awareness
* Alignment with APS values, including integrity, inclusion, and professionalism
* Must have AGSVA Baseline security clearance
