Details:
Applications are sought to fill the position of Senior Director, Property, Procurement and Programs where you will lead a team responsible for the delivery of infrastructure projects and capital works for the ACT Courts and Tribunal and the ongoing contracted services that support them. You will also be responsible for the oversight and management of procurement and contract delivery across ACT Courts and Tribunal.

Under the general direction of the Executive Branch Manager, Corporate and Strategic Services, you will oversee the facilities that support the delivery of judicial services in the ACT and the administration of the arrangements that support them. The role also includes ensuring ongoing property services, contract, procurement and program management and support service delivery across the Courts and Tribunal. Through these activities, the Senior Director, Property, Procurement and Programs has primary responsibility for ensuring the physical needs of these organisations are met and compliance with relevant procurement, contract and project management policies is assured.

The Senior Director, Property, Procurement And Programs Will Demonstrate

* Strong experience in the management of programs of work across complex operating environments, especially in fields of infrastructure, technology and/or procurement;
* Strong leadership, management, interpersonal and collaboration skills including the ability to consult, negotiate and influence on complex and sensitive matters;
* Experience in managing resources within budget, developing new budget proposals, monitoring expenditure, identifying and mitigating risks, and resolving issues;
* Management of a team to ensure appropriate resourcing and workload management, engagement and wellbeing of team members and strong communication to build a positive, respectful and motivating culture;
* Demonstrated leadership and management of property contract negotiations and contract management for the provision of accommodation and service requirements for ACTCT. In particular, the management of the ACTCT Public Private Partnership (PPP) arrangements; and
* Proven ability to work as a senior team member, work to multiple deadlines, manage resources and deliver high quality outputs, results under pressure and provide strong support to the Executive

This position involves direct supervision of staff.

Eligibility/Other Requirements

* Recognised qualification and/or experience in the relevant fields are required to obtain the role at the Infrastructure Manager/Specialist 1 (IMS1) level. Applicants found suitable without these qualifications may be eligible for employment at the Senior Officer Grade A (SOGA) level.

* Engineering – a four-year degree or higher qualification accredited by Engineers Australia or Professionals Australia for recognition as a Professional Engineer (including recognition of equivalent overseas Engineering qualifications) and a minimum of ten years relevant experience in Engineering; or

* Architecture – a three-year degree or higher qualification accredited by an Australian State or Territory architecture authority for recognition as a Professional Architect, including recognition of equivalent overseas qualifications, and a minimum of ten years relevant experience in Architecture; or
* Project Management – either:

* A diploma in Project Management accredited by an Australian State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management; or

* Certification by a professional body, such as the Australian Institute of Project Management (AIPM), to the level of Certified Practicing Project Director (CPPD) or Certified Practicing Portfolio Executive (CPPE), in addition to a relevant degree or higher qualification issued by an Australian State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management; or
* Have at least 10 years relevant experience in project management, as described in the work levels.

* Experience in a government and/or courts and tribunal settings would be highly desirable.

* Experience in managing public private partnerships would be highly desirable.
* A driver's licence is highly desirable.
* The successful candidate will be required to undergo a National Criminal History check.
* To be eligible for permanent or temporary employment within the ACT Public Service (ACTPS) you must be an Australian citizen, a permanent resident, or hold a valid work visa.
* If an officer no longer holds a visa that permits them to work in Australia, their employment with the ACT Public Service (ACTPS) will be terminated.
