Position Description Position Title Senior Finance Business Partner (SFBP)Reports to (title) Financial ControllerDirectorate Business Services & SystemsSub Directorate FinanceService Unit Finance Location West PerthClassification Band Common Law Award/Agreement Award/Agreement FreeDate of Review 12 December 20251 Position PurposeThe key purpose of this role is to provide dedicated, commercial and financial decision support aligned to strategic and customer priorities, to win good business and improve customer value. The SFBP with the support of Finance Business Partners (FBPs) and Assistant Finance Business Partners (AFBPs) will work with various Business Directorates to challenge assumptions, influence decisions and make recommendations for efficiency improvements in order to sustain growth and costs controls. To act as a trusted point of contact for business leaders, transforming financial and nonfinancial information into insight which influences decision making to improve financial performance of Key Objective Key OutcomesReporting & Analysis • Prepare Service line Financial Performance Reports with detailed analysis (price/volume) to drive performance to target• Contribute to monthly Finance and Board Reporting including consolidation, preparation and coordination of the FRAP reporting pack• Responsible for Service line End of Month (EOM) and End Of year (EOY) processes including journals, balance sheet reconciliations and transactional review• Prepare relevant analysis to support process and business improvement initiatives• Support and contribute to the EOY acquittal and audit process• Working with Financial Accounting, ensure effective financial policies and procedures are developed, maintained and communicatedBudgeting and Forecasting • Support multiple Directorate Executive Directors, Managers and General Managers in building annual budgets by preparing detailed bottom-up budget models and preparing adequate justification for budget requests for presentation to the CEO, FRAP and Board• Group budget and forecasting preparation and coordination• Prepare detailed periodic forecasts as required• Contribute to the Board budget and forecast presentations providing adequate analysis and variance analysis• Maintain adequate process documentation and budget supporting informationStatutory Compliance, Prudential Reporting• Preparation of periodic and annual compliance and prudential reports for the Commonwealth and State and Local Governments• Lead compliance and prudential reviews with Auditors• Liaise with funding bodies on statutory compliance and prudential reportsOperational Excellence • Act as a trusted SFBP to multiple Directorates, including maintaining communication with Executive Directors and Managers with regular meetings and reporting updates• Assist in the accurate and timely external reporting as required by funding agreements and statutory regulations.• Provide reports, modelling, costing and analysis for Managers and ED's as requested to ensure accurate and consistent information is available for operational decision making• Ensure familiarity with the financial elements of contracts to ensure that revenue recognition and acquittals are done based on contract requirements• Monitor performance against budget and act as a resource to Executive Director and program Managers by regularly reporting on the KPIs, identifying reasons for variations and providing advice on corrective actions• Obtain an understanding of systems (e.g. client management, service delivery or billing) in order to understand the interaction and impact between these systems and the general ledger• Provide data and information to assist with the preparation of tender applications as requested.• Build business cases to support various budget management or other initiatives• Undertake service and process performance analysis including benchmarking and costing, through process review and applying contemporary costing and analytical techniques• Support the automation change process in Finance including finding efficiencies in current manual journal and reconciliation workings and processes• Assist with deferred revenue and debtor reconciliations• Work alongside the Business Intelligence team to develop enhanced reporting in Power BI creating reports and analytics that can be utilised by Operations and Finance teams• Transition current excel based reporting and Prophix to Power BI or a similar system including the monthly Finance Report• Provide complex professional advice on funding, cost control, financial modelling and business cases on various facets of business needs analysis over multiple Directorates.• Drafting of complex strategic reports for various and multiple Directorates matters which may have a wide and long-lasting implication on the business.• Provide high level review of work, guidance, coaching and support to various and multiple Directorates.• Point of contact for financial modelling and business development business cases initiatives across the business.• Various project work including but not limited to multiple Directorates grants and negotiations• Reviews policies, procedures and the continuous improvement practices aligned with departmental business requirements and relevant legislation• Other relevant duties as required.Safeguarding Children• Provides a welcoming and safe business qualificationSkills, knowledge and experience (including technical skills)Experience within a similar role, preferably in a similar industryDemonstrated history of drive, self-initiating behaviour and successful outcomesExceptional communication, partnering and influencing skillsExperience in budgeting, forecasting and month-end processes.Experience in decision support, contract/activity-based revenue recognition and balance sheet reconciliation.Well-developed problem-solving skills, particularly in the area of financial analysis, modelling and supporting sound financial decision making.Advanced Excel skillsPower Query and Power BI skills would be beneficialMust have a flexible approach with an ability to adapt to a constantly changing environmentContinually
