Talent International is searching for experienced ICT Operational Specialist to join our client, a major service provided by the QLD Government. This is a 10-month contract role based in Kedron.

**About the Role**:
**This role will be working with the Information and Technology Directorate (ITD) as well as stakeholders from other Public Safety Agencies.**

**The ITD Transition Project includes the implementation of evidence-based ICT best practice to inform the design and establishment of the ITD operating model and organization structure. This includes resource and functional requirements, service, and process design, whilst always maintaining a customer focus.**

**The ICT Operations Specialist will be responsible for assisting the project in ICT business design and architecture to identify and establish the functions, services, and operating model required to transition the ITD.**

**Responsibilities:
- In consultation and collaboration with key stakeholders, utilize understanding of best practice to develop ICT business design and architecture.
- Contribute to the development and support of new and existing ICT capabilities including strategic services & operating model design and establishment.
- Research and identify industry and other Qld government agencies practices, policies, and processes.
- Review and identify opportunities for improvement to existing ICT functions, services, and processes.
- Develop and optimize ICT performance management and reporting functions for ICT delivery and portfolio management.
- Conduct analysis of available information and data to draw conclusions and develop options.
- Develop high level reports that facilitate the consideration of key issues, options and enable decision-making.
- Liaise with other teams to validate requirements and assumptions and provide an enterprise-wide perspective.
- Review, analyse, and design organizational and business reference architecture, including ICT functional, service, process, and resource requirements
- Develop and maintain strong business relationships by communicating, consulting, and negotiating with clients and other key stakeholders to ensure the achievement of your project's outcomes.
- Proactively promote an effective working culture by capturing and sharing knowledge, and supporting common expectations
- Establish and maintain strong and positive relationships with internal and external stakeholders including cross-agency representatives, consultants, and contractors, to ensure project success.

**Skills and Experience Required**:

- At least 5+ years industry ICT operations experience with proven knowledge of ICT operating model functions, service design, and business architecture, preferably within a government organization.
- Experience in ICT service delivery and portfolio management design and establishment.
- Demonstrated knowledge of ICT support capabilities for information and technology priorities
- Highly developed stakeholder engagement and management skills with the ability to build strong relationships with both internal and external stakeholders.
- Demonstrated ability to consult, negotiate and influence a broad cross-section of stakeholders to achieve outcomes.
- Strong ability to converse with both end-users and IT employees at all levels of the organisation.
- Experience in analysing, isolating, and interpreting ICT business needs and designing appropriate business solutions.
- Sound ICT business specification writing/documentation skills.
- Demonstrated knowledge and/or experience in business and technology service design for ICT transformation projects.
- Contributing to the continuous improvement of quality processes, products and services, as identified through facilitating review, product analysis, client survey analysis and other research and benchmarking activities, which help establish requirements for the implementation of changes.
- Knowledge of industry better practice frameworks for ICT service delivery such as ITIL or CoBIT would be desirable.
