The Department of Treasury and Finance (DTF) provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.
Corporate Finance Group
The Corporate Finance group (the group) provides financial services including statutory and external reporting, management reporting, budgeting, asset management, accounts payable and receivable as well as electronic procurement support.
Led by the CFO, the group oversees the following key functions: Budget Management, Grant Management, Financial Reporting, Taxation, Financial Management Compliance and Financial Operations (providing shared transactional services to DTF, DPC and other government departments and agencies).
About the role
This is an exciting VPS6.1 ongoing opportunity to assist in leading the Corporate Finance team and its deliverables.
Reporting to the Senior Manager - Budget and Management Reporting within Corporate Finance and working closely with other Corporate Finance Managers, the Director Budget Portfolio, and the CFO, you will:

- Lead the delivery of expert budget and financial management advice to senior management supported by rigorous analysis. Communicate complex concepts and influence stakeholders on a range of departmental, group and agency financial issues.
- Act as a key contact for DTF groups/divisions and ensure the timely resolution of financial issues and the evaluation of financial proposals and budget bids. Provide high quality advice and recommendations on the allocation of financial resources, including periodic management reporting.
- Develop and maintain management reporting processes using forward looking analytics including the use of new cloud based analytical technologies.
- Identify and actively analyse and manage emerging financial issues, trends and risks and provide forward looking insight to senior management of the department, groups and agencies.
- Lead and contribute to complex research and analysis work, as well as reporting of major strategic initiatives or issues relating to service delivery and the use of Government and Departmental resources, the oversight and management of full
- time equivalent forecasts.
- Provide leadership and guidance to direct reports and team members, supporting the Manager and Director to ensure that the objectives of the team including culture and capability development are maintained on an ongoing basis.
- Be flexible and agile and undertake work in a different part of the group as required and be committed to continuous improvement.

About you
To be considered for the role, you must be able to demonstrate:

- High level expertise in the development and provision of budget and accounting related services, including identifying emerging financial management issues, forming strategic solutions and providing strategic advice in a complex Government environment.
- Advanced knowledge of resource allocation, budget planning and financial management practices, with an emphasis on Government financial management and accounting policies, legislation, and practices.
- Well-developed conceptual and analytical abilities including demonstrated ability to conduct financial analysis and to prepare and present accurate and timely advice, financial reports, and briefing material.
- Exceptional ability to convey complex ideas and information that demonstrates an excellent insight of the target audience and how to influence them. Ensuring that communication is concise, high quality, engaging and is supported by rigorous analysis.
- Extensive understanding of the requirements around delivery of major products and provide strong input into ensuring that project timelines/deliverables are met. Proven experience in leading a team to deliver outputs within timelines and quality parameters and have an aptitude to develop the performance, motivation and training of staff.
- Ability to build and maintain productive relationships, influence stakeholders and team members to work together to achieve outstanding outcomes for the department.

Experience and qualifications
- Membership of appropriate professional affiliation such as CPA Australia or ICAA
- Experience using relevant finance, budgeting and reporting systems (such as Oracle/Hyperion)
- Experience and proficiency in financial analysis and management reporting
