Introduction

The Australasian Procurement and Construction Council (APCC) is seeking a senior leader to join a small, high‐performing team and help shape national reform, deliver value to jurisdictions, and support the stewardship of a respected member‐based organisation.

The Director (Deputy to the Executive Director) is a newly created role within APCC. Working in close partnership with the Executive Director, you will provide strategic, program and organisational leadership in a well‐established, high‐impact national organisation operating across all Australian jurisdictions and New Zealand. The role has a strong delivery focus and will:

* Lead priority APCC programs end‐to‐end
* Contribute to strategic thinking and sector thought leadership
* Support Council and Executive governance and decision‐making
* Represent APCC in engagements with senior government officials, industry leaders and partner organisations

The role requires sound judgement, executive‐level communication skills, and the ability to operate confidently in complex, multi‐jurisdictional environments. You will bring demonstrated experience in procurement or construction, strong program and stakeholder management capability, and developing governance and financial acumen. Public sector experience is essential. Australian Institute of Company Directors (AICD) qualifications, or equivalent governance experience, are desirable.

Role Purpose

The Director is a newly established senior leadership role to strengthen executive capacity, ensure organisational continuity, and support APCC long-term sustainability. The role is designed as a deliberate pathway into executive leadership, enabling the Director to progressively assume senior governance, strategic, financial and organisational responsibilities while safeguarding continuity of delivery, trusted relationships, and member confidence.

The Director supports the Executive Director in leading APCC as the peak cross-jurisdictional authority for public sector procurement and construction. The role contributes to strategic stewardship, operational excellence and sector leadership.

Who is the APCC

Established in 1967, the APCC is the peak body for government procurement, construction, and asset management policy and delivery across Australian and New Zealand jurisdictions. Created by government for government, APCC brings together members to collaborate, drive innovation, and promote nationally consistent approaches.

Through national projects and shared expertise, APCC delivers procurement efficiencies, strengthens professional capability, and supports improved service delivery to communities across Australia and New Zealand.

Conditions and Location

* The position is permanent full time.
* The role is Canberra-based, aligned to APCC's head office.
* The successful candidate is expected to work from the Deakin office within a flexible working environment.
* $160,000 - $180,000 per annum plus 12% super.
* Must be either an Australian or New Zealand citizen.

APCC is not part of the Australian Government Public Service or any State or Territory public service. It operates as an Incorporated Association, run as a small business with a team of eight.

Key Responsibilities

Strategic Leadership and Stewardship

* Support delivery of APCC's Strategic Plan, ensuring alignment with member priorities and public value.
* Contribute to strategic thinking across procurement, construction, capability, and emerging reforms.
* Assist in developing strategic papers, submissions, and thought leadership.

Program and Delivery Leadership

* Lead and manage designated APCC programs, including end-to-end program planning, delivery, monitoring and reporting.
* Oversee program documentation, governance processes and information management.
* Identify opportunities to strengthen member value through innovation, insights and capability uplift.

Governance, Council and Executive Support

* Support the Executive Director in preparing Council and Executive Committee papers, briefings and reports.
* Operate within clearly defined governance and decision-making frameworks, escalating risks and sensitive matters appropriately.
* Uphold probity, transparency and high standards of public sector governance.

Financial and Organisational Management

* Support financial stewardship through budget monitoring and identification of emerging risks.
* Work with the Finance Manager to support sound cash flow management, invoicing processes and audit readiness.
* Contribute to organisational operations, including supporting employment processes, performance frameworks and workforce planning.

People Leadership and Culture

* Contribute to a positive, high-performing organisational culture grounded in collaboration, professionalism and stewardship.
* Support staff performance, development and clarity of roles and expectations.
* Act as a role model for leadership maturity, sound judgement and values-based behaviour.

External Representation and Relationships

* Represent APCC in external forums, working groups and stakeholder engagements as delegated by the Executive Director.
* Build and maintain trusted relationships with member jurisdictions, senior government officials, industry bodies and partners.
* Capture and synthesise insights from external engagement to inform strategy and program delivery.

Reporting Relationship

Reports to the Executive Director. Works closely with the Executive Committee and Council.
