Capital Delivery Program Manager (Implementing/Developing program's and frameworks for construction teams within the Health sector)
Position Purpose
The Capital Delivery Program Manager provides strategic leadership and coordinated management of multiple related capital projects to ensure they collectively deliver the intended organisational, infrastructure and operational outcomes.
This role oversees a portfolio of capital works, aligning delivery with strategic objectives while managing risks, budgets, schedules and governance. The position ensures high-quality delivery across the full capital program lifecycle.
Key Accountabilities
Program Leadership and Delivery
* Design and establish the organisation's capital delivery framework, including governance structures, regulatory compliance, processes and standards to guide consistent and effective program delivery.
* Develop portfolio-level strategies, investment plans and delivery structures aligned with clinical service strategies, asset management plans and organisational priorities.
* Lead and coordinate the delivery of multiple interrelated capital projects, ensuring alignment and integration across clinical operations, ICT, medical equipment, engineering services and support functions.
* Establish and manage program-level schedules, budgets, scopes and risks, including operational and clinical considerations associated with delivering projects in live healthcare environments.
* Develop governance mechanisms for decision-making, reporting, risk escalation and performance tracking across the capital portfolio.
* Provide structured reporting to executive leadership and governance bodies on program progress, risks, performance and outcomes.
* Lead stakeholder engagement across internal teams, executives, consultants, contractors and regulatory stakeholders to ensure clear communication and alignment.
Continuous Improvement and Program Development
* Drive continuous improvement across the capital delivery function, strengthening processes, governance, tools and delivery capability.
* Establish standards for design, procurement, delivery, commissioning, handover and contract administration to ensure compliance with regulatory, technical and organisational requirements.
Key Relationships
Internal
* Executive Leadership and Program Sponsors – Provide strategic updates and advice on program performance and delivery.
* Clinical and Operational Leaders – Collaborate and provide guidance on project impacts, priorities and operational considerations.
* Senior Management and Corporate Functions – Work across teams to ensure program requirements are aligned, compliant and supported.
External
* Consultants, Contractors and Regulatory Bodies – Collaborate to ensure technical quality, compliance and successful delivery.

* Qualifications for Success
Mandatory
* Requirement to have Developed/implemented Programs & Frameworks for Projects teams across the construction division across health care projects
* 7–10 years' experience leading complex capital projects or programs delivering strategic or operational outcomes.
* Experience delivering projects within hospital environments or the broader healthcare sector.
* Demonstrated experience establishing governance frameworks, delivery standards and program structures.
* Strong communication skills with the ability to engage clinical, operational, technical and executive stakeholders.
* Degree qualification in Engineering, Architecture, Construction Management, Project Management or a related field.
* Relevant professional certifications or industry memberships.
* Experience in operational environments undergoing transformation, including operational readiness and change management.
* Strong analytical and risk management capability.
