Responsibilities
Under the direction from the Program Lead, the Procurement Officer will take responsibility for end-to-end procurement management, contract negotiation and establishment, contract management, monitoring of project delivery progress and reporting in relation to multiple contracts.
The Procurement Officer will be:
* Leading procurement planning for identified projects, selecting the most appropriate type of procurement and identifying available market in collaboration with relevant internal and external stakeholders.
* Developing the procurement approaches and all the necessary procurement documentation in compliance with the Department’s procurement policy and the Commonwealth Procurement Rules.
* Managing tender and contract management processes, from tender initiation to closing of the contract to ensure transparency, accountability and the highest standard of professionalism and probity.
* Identifying and management of procurement related risks and establishing appropriate mitigation actions
* Providing expert procurement and contract advice to the team, coordinating the review of contracted activities and managing strategic supplier relationships.
* Managing, monitoring, and reporting on procurement related trends and performance against plans, schedules and budget.
* Managing payments under the contracts.
Your Profile
The Procurement Officer will be working alongside a team. Having formal qualifications in Commonwealth procurement and/or contract development/management is highly desirable for the role.
* Strong practical and on the job experience with different types of procurements, procurement planning, designing requests for tender and/or quotes, managing tenders’ evaluation, negotiating contracts and data driven output reporting.
* Experience in managing procurements both within Australia and overseas
* An ability to successfully managing diverse groups of sensitive stakeholders within the department and across industry partners.
* Knowledge and application of exemptions within the Commonwealth Procurement Rules.
* An ability to manage competing demands.
* Strong command over Microsoft suite (Word, Excel, PowerPoint, SharePoint and Outlook) and MS Project
* Strong ability to critically think and identify collaborative solutions to problems
AUS citizenship and a current and active Negative Vetting 1 clearance is mandatory for this opportunity.
