Manager People Partnerships – Operational Excellence

Clerk Grade: 11/12
Salary: $149,739 - $173,174 plus superannuation and leave loading
Employment Type: Temporary up to May 2027 with the possibility for conversion to ongoing. A talent pool will be created from this process for future opportunities
Location: Parramatta, Gosford or Haymarket with hybrid working including office attendance. Travel across locations required.

We are seeking a high‐calibre, values‐led People and Culture leader to join our organisation as Manager People Partnerships – Operational Excellence. This is a senior leadership opportunity to influence workforce strategy, strengthen leadership capability and deliver people solutions that enable high‐quality public services for the community.

In this role, you will lead a multidisciplinary HR Operational Excellence team and partner closely with executives and senior leaders to deliver pragmatic, data‐driven advice across complex workforce, conduct, capability and people management matters.

About the Role

This role sits at the intersection of strategy, operations, and governance. As the leader of a HR Operational Excellence team, you will play a key role in:

* Enabling business areas to build high‐performing, inclusive and accountable teams
* Driving evidence‐based decision‐making through workforce insights and metrics
* Embedding strong governance, policy compliance and risk management
* Leading complex people initiatives that strengthen leadership capability and organisational performance.

What You'll Do

As Manager People Partnerships – Operational Excellence, you will:

* Partner with executive and senior leaders, providing authoritative, practical advice on complex people and workforce matters.
* Lead analysis of workforce and insights to identify emerging risks, trends and systemic issues, translating data into effective solutions.
* Contribute to workforce and business planning, ensuring alignment with organisational and government objectives.
* Oversee the design and delivery of complex people initiatives and reform projects using sound project management practices.
* Design and deliver proactive education and capability‐building programs for people leaders.
* Ensure all advice and initiatives are compliant, ethical and fit‐for‐purpose, informed by legislation, policy and public sector frameworks.
* Establish and maintain governance frameworks to support transparent, accountable and high‐quality HR service delivery.
* Act as a centre of excellence for HR operational best practice and continuous improvement and lead a case management function.
* Lead, coach, and develop a multidisciplinary team to deliver excellent services and positive employee experience.

About You

You are a strategic and credible HR leader who brings:

* Extensive experience in HR operations, people partnering or workforce functions within large, complex organisations.
* A proven track record advising executives on sensitive and complex workforce, conduct and culture matters.
* Strong analytical capability with experience using data and insights to manage risk and drive improvement.
* Demonstrated success leading and developing multidisciplinary teams.
* Sound knowledge of employment legislation, industrial instruments, public sector policy and governance.
* Highly developed stakeholder engagement, coaching, and influencing skills.
* A strong commitment to public sector values, integrity, inclusion and continuous improvement.
