Role purpose

The Security Risk Manager's primary responsibility is the oversight of security and emergency management at the shopping centre where they are based. This encompasses ongoing enhancement of incident and emergency readiness, management and performance of the centre's security guard provider and embedding Vicinity's national security standards locally. The Security Risk Manager acts as a key bridge between the centre management team, security guarding providers and the National Security & Emergency team. The role may also be responsible for delivering secondary level support to other Vicinity shopping centres where there is no Security Risk Manager. Such support would be primarily focused on security and emergency management training for the centre management teams and a level of oversight for contract management of the security guard provider. This role is an integral part of the centre management team playing a key leadership role in ensuring the centre remains a safe and inviting place for customers, retailers, personnel and other key stakeholders. The role will help drive best practice in the following areas:

•Leading local emergency and security incident response and preparedness;

•Strengthening security guard effectiveness through contractor performance management;

•Quality assurance for incident reporting and completion of corrective actions

•Conducting centre-based security and risk assessments.

•Fostering strong and constructive relationships with local law enforcement, emergency services and other key community
stakeholders;

•Providing centre management leadership presence during late trade, weekends and other peak trade periods as required.

Key Responsibilities

Leading Local Emergency and Security Incident Response and Preparedness

* Implement a program of regular training and scenario testing across the Emergency Control Organisation, encompassing the core centre management team, front of house staff and key contracted personnel.
* Partner with National Operations Team to test and embed technology investment initiatives that enhance the centre's preparedness for potential incidents.
* Partner with external contracted partners to ensure both compliance and effectiveness of local training solutions in accordance with AS 3745:2010 Planning for Emergencies in Facilities.
* Take a lead role to co-ordinate participation and communication across retailer communities in Fire Evacuation, Active Armed Offender and emergency preparedness more generally.
* Participate in the review of incidents involving threatening behaviour and other serious security incidents and organisational debriefs as required.
* Support the Emergency Management Liaison Officer as part of the Regional Incident Management Team (RIMT) in major incidents.
* Document and follow up any gaps or learnings identified in training and evacuation exercises.
* Conduct regular familiarisation and refresher training across the centre management team on key procedures and obligations covered in Vicinity's Crisis Emergency Management (CEMS) framework and Security Operating Manual (SOM).

Strengthening Security Guard Effectiveness

* Develop strong service provider relationships to drive optimal guarding outcomes and drive a proactive culture of continuous improvement.
* Oversight of security guarding teams to maintain Vicinity's security standards ensuring all training requirements are met and key policies and procedures are adhered to.
* Management of contractual key performance indicators in conjunction with National Operations Team.
* Co-ordinating and supporting specific training programmes for the guarding teams in Vicinity's CEMS framework and SOM procedures and practices.
* Monitor risk and security trends to identify proactive mitigation opportunities.
* Regularly review and adjust centre security rosters, in line with Vicinity's portfolio risk profile and any minimum guarding standards, to maintain effective coverage.
* Prioritize resource allocation during high-traffic and peak trade periods.
* Evaluate current security training and Personal Protective Equipment (PPE) against industry benchmarks and put forward recommendations for leading practice from comparable sectors.
* Support the continuous education of retailers in security awareness and the role and powers of security guards via regular engagement and periodic training.

Quality Assurance of Security and Incident Reporting

* Ensure there is disciplined rigour around recording of security incidents and follow through of all required investigative and corrective actions.
* Oversee the use of Incident and emergency management technologies (e.g. Auror system) ensuring important event data is captured and reported in a timely manner.
* Undertake regular trend analysis of incident data and reporting to ensure proactive response and mitigation measures are undertaken.
* Ensure required escalation protocols for security and emergency incidents are undertaken in accordance with Vicinity's CEMS framework and SOM procedures.
* Support the National Operations & Centre Management teams with the post incident review process to develop learnings and follow up of any key actions.

Security Risk Assessments

* Undertake periodic reviews of centre security and related safety or risk assessments in accordance with Vicinity's assurance programmes or as otherwise required.
* Where required, collaborate with Operations Managers to support safety & risk assessment processes more broadly.
* Ensure corrective actions arising from assessments are recorded on risk registers and appropriately managed and closed out.
* In conjunction with National Security Team, identify where risk assessments may be prudent following major incidents at other Vicinity centres or elsewhere within the shopping centre or security industries.

Stakeholder Management

* Lead engagement with local law enforcement, developing a collaborative relationship to implement initiatives to increase Police presence in the shopping centre.
* Engage closely with other emergency service agencies.
* Foster productive relationships with local schools to proactively influence how students engage with the shopping centre.
* Collaborate with local Council and community groups on programs that promote harmony and community engagement.
* Establish positive and constructive relationships with retailers to promote security awareness, participation with centre emergency training, alignment around security responsibilities and shared commitment and interest to the safety of the shopping centre.

Providing leadership presence during peak and extended trade periods

* Forms part of the leadership roster for operational and incident response coverage at centres on weekends, late night trade and as required for other peak trading periods, e.g. Christmas, Black Friday
* Maintains strong operational knowledge of their base centre and other centres where they provide secondary support
* Competent to assume the role of Chief Warden at their base centre.
* Maintains a working knowledge of all Property Management Best Practice Guidelines and Standard Operating Procedures.

Additional Responsibilities

* Support the Centre Manager to improve and uphold health & safety compliance standards across the centre which may include:
- Overseeing HSE programmes and assurance activities; including monitoring and reporting on standards and completion of corrective actions
- Coordinate and support the implementation of HSE training across the team in line with agreed competency framework
- Regular monitoring of HSE standards and key performance indicators across key contracts; working with the Operations Manager and National Operations teams to manage standards of compliance
* Other coordination duties as required relating to operational functioning of the centre, e.g. carpark operations, traffic management, event/crowd management etc.

Capability and Experience

ESSENTIAL EXPERIENCE (what you have done)

* 5+ years experience in security operations or related discipline.
* Strong knowledge of security operations, incident response, and security technologies.
* Advanced knowledge of modern security threat management, systems, tools, and techniques and can effectively apply the concepts.
* Demonstrated ability to utilise relevant technology including AI and analytics to detect and respond to identified threats.
