Overview
Gladstone Regional Council is seeking an experienced and values‑led General Manager Operations to provide decisive executive leadership across its core operational services. Reporting directly to the Chief Executive Officer, this role leads a large, geographically dispersed and multidisciplinary workforce delivering essential services including water, roads, parks, maintenance, waste, fleet and operational support for community-facing services.
Role purpose
This role is about leadership more than assets. It requires a visible, people‑centred executive who can set clear direction, lift leadership capability, and embed a culture of accountability and delivery. You will lead through presence - engaging regularly with managers and frontline teams, reinforcing standards, and creating an environment where people feel supported, safe, and responsible for outcomes.
Scope
This is not a construction‑led portfolio. It is an operational leadership role centred on service planning, maintenance practices, customer outcomes, safety, and accountability. You will bring clarity of priorities, strengthen leadership capability across diverse teams, and embed a performance culture that delivers what the organisation commits to.
Responsibilities
* Provide decisive executive leadership across core operational services including water, roads, parks, maintenance, waste, fleet and related support for community-facing services.
* Lead a large, geographically dispersed and multidisciplinary workforce with a focus on safety, performance, and accountability.
* Set clear direction, uplift leadership capability, and reinforce standards to support delivery outcomes.
* Engage regularly with managers and frontline teams to foster a culture of service excellence and safety (physical and psychological).
* Maintain strong stakeholder and political awareness to navigate complex operational environments.
Requirements
* Proven experience leading complex operational teams through change and resetting behaviours to improve performance at all levels.
* Local government experience is highly regarded; however, the defining requirement is demonstrated success as a senior leader in a large, operationally complex environment with strong stakeholder and political awareness.
* A commitment to safety-first approach and the ability to communicate with clarity and confidence across Councillors, executives, staff and community stakeholders.
