Senior manager enterprise change practice - people, comms & workplaces (perm role)

Step into a dynamic environment where you'll design and embed innovative change practice frameworks, influence strategy, and support teams to deliver consistent, effective change across the organisation. You'll join a dedicated group driving best practice, governance, and capability uplift, making a lasting impact on how change is managed at scale.

In this role, you'll:
* Join the Enterprise Change Management (ECM) team within the Enterprise Transformation and Change Branch (People, Comms & Workplaces – PCW Division) to lead the change practice function within the ECM team, driving strategic change initiatives and capability uplift across the enterprise.
* Build and embed internal and enterprise-wide change management capability, ensuring the delivery of expert change advisory services and best practice support within the ECM team.
* Serve as the primary gateway for change support, providing early-stage scoping and partnering with stakeholders across Transport for NSW to enable effective change delivery.
* Oversee the development and ongoing management of the enterprise change heatmap, collaborating with program and business change teams to identify interdependencies and manage stakeholder impacts.
* Develop and implement change management approaches that enhance branch capability and strengthen leader effectiveness in change execution and adoption.
* Lead and manage the Community of Practice (CoP) and Centre of Excellence (COE) for change management, ensuring a standardised, best-practice approach to governance, assurance, risk management, compliance, change delivery, and the management of change fatigue.

This is a full-time Ongoing (Perm) Transport Senior Service Manager TSSM level role, reporting to the Director Enterprise Change Management and offering to diversify your expertise. This role requires to be based in the Sydney region with office located at Macquarie Park.

About you
* You are an experienced, driven and customer-centric change professional with a track record delivering large-scale transformational programs, preferably in a highly regulated and unionised environment.
* You have demonstrated experience in the development and management of a change management Centre of Excellence and Community of Practice in a large scale, geographically dispersed and diverse organisation.
* You possess extensive change management experience, including designing and implementing change capability frameworks, learning materials, and programs, as well as providing coaching and learning support to executives, senior leaders, and teams to build organisational change capability.
* You have a strong background in enterprise change reporting, heat mapping, and change resource mapping.
* You bring advanced coaching and facilitation skills, with experience in delivering a range of engagement activities such as workshops, training sessions, brainstorming, feedback forums, and team-building initiatives.
* You are adept at influencing and driving successful change outcomes in multi-faceted and complex organisations.
* You have executive-level stakeholder management skills, with experience leading change programs in high-reliability or high-risk environments, including large and complex industrial or public sector organisations.
* Adaptable by nature, you lead by example and motivate team members to achieve business objectives.
* As a progressive problem solver with a forward-thinking attitude, you thrive in matrix-style reporting environments and demonstrate a strong understanding of customer orientation and the operational demands of service delivery.
* You have tertiary qualifications in change management, organisational psychology, organisational development, business, human resources, or a related discipline.
* Professional change management certification (e.g. Prosci, Change Management Institute Accreditation, or equivalent) is highly regarded.
About the team

The Enterprise Change Management team plays a critical role in enabling successful transformation across the organisation. We work with leaders and teams to navigate complexity, build readiness for change, and ensure change is experienced in a clear, supported and sustainable way.

Change Enablement and Delivery

This area partners with programs and leaders to design and deliver end to end change for complex initiatives. The team develops and implements practical change strategies, leads communications and engagement, supports leaders to build change capability, and coaches teams through periods of transition. Our focus is on people readiness, adoption and benefits realisation, ensuring change delivers real outcomes for the organisation and its people.

Change Practice

This area provides enterprise wide advisory services and governance. It supports early stage scoping, portfolio level insights and reporting, and maintains the organisation's change management frameworks, tools and standards. The team leads the Change Management Centre of Excellence and Community of Practice, lifting capability, sharing best practice and driving consistency and innovation in how change is delivered across the enterprise.

While we have distinct functional areas, we operate as one integrated ECM team. Practice sets the standards and builds capability, Enablement and Delivery brings those standards to life on the ground and learning flows both ways to continuously strengthen our approach.
