Remuneration: Band 8 salary from $132,607.76 per annum plus superannuation and a fortnightly RDO

Location: Werribee based with potential for a hybrid work arrangement

About the role

We are seeking a highly capable and strategic professional to lead the coordination of planning, cultural heritage, environmental and third-party regulatory approvals across Wyndham City's capital works portfolio.

This role acts as a central point of expertise and coordination for approvals, partnering closely with project managers to identify regulatory requirements early and ensure projects are compliant and "delivery ready" before construction begins.

You will work across a complex portfolio of major infrastructure projects, proactively identifying approval pathways, managing relationships with regulators and referral authorities, and ensuring regulatory milestones are embedded within project schedules. By mapping dependencies and resolving approval bottlenecks early, you will play a critical role in protecting project timelines and preventing costly delays during construction.

What your day will look like

* Partner with project managers to coordinate obtaining all planning, cultural heritage, environmental and third-party approvals across the capital works portfolio.
* Review project scopes, business cases and technical designs to determine approval pathways and regulatory dependencies early in the project lifecycle.
* Lead early engagement and negotiation with regulatory authorities, referral agencies, utilities and statutory bodies to establish clear approval processes and requirements.
* Ensure regulatory approvals and dependencies are integrated into project and portfolio schedules so milestones are achieved before construction commences.
* Monitor and track the status of approvals across the portfolio, providing early warning of risks that may impact delivery timelines or investment decisions.
* Support project teams in preparing high-quality technical documentation for regulatory submissions and external approvals.
* Develop and implement standardised frameworks, tools and checklists within the Project Management Framework to streamline the approvals process.
* Facilitate consultation with external stakeholders and Traditional Owners to ensure compliance with cultural heritage and community obligations.
* Provide advice on changes to legislation, regulatory processes and statutory requirements to ensure internal practices and project designs remain compliant.

What you will bring

* Degree in Civil Engineering, Urban Planning or a related technical discipline.
* Extensive experience delivering major public infrastructure projects within a Local, State or Federal Government environment.
* Demonstrated ability to review engineering drawings, technical designs and project scopes to identify regulatory, planning and third-party approval requirements.
* Strong knowledge of statutory frameworks including the Aboriginal Heritage Act (CHMP), Victorian planning schemes and referral authority processes.
* Proven experience negotiating with regulatory authorities, utilities and external stakeholders to secure timely approvals.
* Demonstrated ability to influence and guide multidisciplinary teams without direct line-management authority.
* Experience identifying complex project dependencies and managing risks related to regulatory approvals.
* Highly developed stakeholder engagement, negotiation and communication skills.
* Ability to translate complex regulatory requirements into clear advice for project teams and senior stakeholders.
