Overview
Industry Skills Advisory Council NT (ISACNT) is an independent not-for-profit organisation that provides advice and gathers intelligence on training package development, workforce development, skills shortages and workforce solutions in the Northern Territory.
The Senior Research and Project Officer will manage research, intelligence, and projects across the organisation, including forecasting and trend analysis.
Responsibilities
* Research and Projects — Conduct forecasting and trend analysis with quantitative and qualitative data to identify baselines and differentials. Perform in-depth research, including SWOT/SCOT analysis, to aid government and industry in anticipating future challenges and opportunities.
* Apply statistical approaches to solve problems grounded in economic theory and empirical research.
* Utilise econometrics and data analysis to examine large datasets for patterns, correlations and insights that inform decision and policy development.
* Develop scenarios based on economic and labour market variables to assist the NTG and industry in workforce planning.
* Remain fully informed on market trends and monitor economic indicators.
* Gather, analyse, interpret, and report on industry data and other information and research related to current and future workforce and training needs, labour markets and skill development initiatives and strategies.
* Project manage research projects and work with team members to identify project goals, research methods, variables, milestones, validation, and evaluation throughout project completion.
* Conduct stakeholder engagement, forums and industry roundtables for research and skills audits to identify gaps, while developing strong working relationships with key industry stakeholders and peak associations.
* Collect and report on meaningful information within the appropriate ISACNT systems.
* Establish project management systems and research and reporting methodologies to meet the needs of multiple stakeholders, including Government and industry.
* Establish systems to manage data from various data sources and utilise the data to provide guidance and share as appropriate with team members.
* Prepare extensive reports, papers, articles, social media posts or presentations on the research, data, evidence, and findings for a broad range of audiences.
* Establish and maintain networks with relevant research and data organisations, government, and relevant agencies.
* Manage and/or participate in evaluation projects to ensure results are achieved.
* Work collaboratively with internal and external teams to achieve shared or specific outcomes.
* Participate in conferences, committees, industry forums and networking events, including public speaking.
* Manage and deliver presentations and public speaking.
* Participate in strategic planning activities as required.
* Undertake professional development, intrastate and interstate travel associated with the role when and if required.
* Quality Management System — Identify and assess risks and opportunities that may impact Quality Management Systems (QMS) and take appropriate action to address them.
* Take a leading role to foster a client focus, to develop best practices and continuous improvement.
* Develop, implement, and monitor compliance with policies and procedures. Identify opportunities to improve policies and procedures and resolve identified discrepancies.
* Coordinate and assist with any internal audits, quarterly or as required.
* Leadership — Support an environment across all offices that will encourage a professional, productive, and friendly workplace.
* Manage and directly supervise relevant staff.
* Maintain positive staff morale and high team motivation to sustain corporate morale and help achieve the organisation's goals and objectives.
* Support other employees with appropriate training, resources, equipment, and systems.
* Always behave in a professional manner and align with the organisation's values.
* Prepare reports and other documentation as required by the Chief Executive Officer or Operations Manager.
* Customer Service — Provide quality advice and service provision to internal and external clients.
* Exercise a high level of interpersonal/customer service skills in dealing with all prospective and existing clients.
* Provide timely and accurate advice and information in a professional manner.
* Ensure that all communications (telephone, e-mail, and fax) are promptly responded to.
* Respond to relevant client complaints in a timely manner and ensure the best outcome for both ISACNT and the client.
* Professional interaction with community groups, schools, individuals, and other stakeholders, including regional networks.
* Ensure the delivery of quality customer service.
* Marketing — Increase community awareness of ISACNT services and business units.
* Create strategic alliances with key stakeholders in regional and remote communities.
* Promote and market the ISACNT products and quality service schemes.
* Develop and maintain relationships with existing and prospective clients.
* Actively source new business and marketing ISACNT services to prospective employers/organisations throughout the Northern Territory.
* At all times represent ISACNT in a professional and positive manner.
Essential Criteria
* Completion of a master's degree or a PhD in economics or a closely related field.
* Must have a strong research background and relevant industry experience in using statistical methods such as econometric models for future forecasting.
* Demonstrated extensive knowledge of contemporary practices in workforce development and project management.
* Demonstrated working knowledge of and experience with contemporary research, analytical tools, data visualisation and data management methods.
* Ability to examine broad workforce issues and propose research projects that will provide evidence-based actions and solutions to those issues.
* Knowledge of primary and secondary data collection methods.
* Acumen with search engines, web analytics and business research tools.
* Experienced using CRM programs.
* Strong communication, presentation skills, analytical and critical thinking.
* Exceptional written communication skills and the ability to synthesise material.
* Proven ability to operate flexibly within a team setting, taking the lead or working as a team member, with a collaborative mindset and sound professional judgment.
* Capacity to drive towards a shared goal whilst navigating competing interests.
* Excellent interpersonal, stakeholder engagement and negotiation skills.

Licences/Tickets
* Current NT C-Class Drivers Licence
* Working with Children's Clearance
* National Police Check
* White Card (if required)
* Knowledge of the Northern Territory and National legislation and policies related to Vocational Education and Training (VET).
* Knowledge of the ABS ANZSIC and ANZSCO framework
