Employee Experience & Capability Officer

We are currently rebuilding our People & Culture team and this is an exciting newly created opportunity to help shape the future of our organisation. As the Employee Experience & Capability Officer, you will play a key role in designing and delivering strategic employee experience and organisational development initiatives that strengthen culture, capability and engagement across Council.
This position leads the design, development and implementation of frameworks and programs that enhance leadership capability, employee engagement, wellbeing and performance. Working closely with leaders and the People & Culture team, you will provide specialist advice on contemporary workforce practices and translate workforce insights and engagement data into practical, people-centred solutions that support organisational effectiveness and the delivery of Council’s strategic objectives.
Operating with a high level of autonomy, the role manages complex projects and initiatives, partners with leaders across the organisation and influences stakeholders to embed sustainable cultural and capability outcomes. The position plays an important role in evolving contemporary People & Culture practices and enhancing the overall employee lifecycle and employee value proposition.
Reporting to the Manager People & Culture, your key responsibilities will include:
* Lead the design, development and continuous improvement of employee experience frameworks, programs and initiatives that strengthen organisational culture, leadership capability and workforce engagement across the organisation
* Design, deliver and continuously improve end-to-end performance and development programs, including performance cycles, goal setting, development planning and review processes.
* Lead the planning, implementation and evaluation of organisational development and employee experience initiatives, ensuring programs are aligned with strategic priorities and deliver measurable organisational outcomes
* Provide specialist advice to leaders and managers on employee experience, engagement and organisational development practices that enhance workforce capability and organisational performance
* Contribute to organisational talent management and succession planning strategies by identifying capability gaps, supporting leadership development and advising on initiatives that strengthen future workforce capability
* Lead and deliver organisational culture and engagement initiatives, embedding Council values and strengthening employee connection and experience.
* Design, coordinate and deliver employee engagement and culture surveys, including analysis of results and translation of insights into targeted action plans.
* Contribute workforce insights, data analysis and capability assessments to support organisational workforce planning and inform evidence-based people and culture strategies
* Design and coordinate early career pathways including graduate, intern and work experience programs that strengthen Council’s future workforce pipeline and enhance employer brand.
* Lead improvements to onboarding, induction processes, ensuring a consistent, engaging and values aligned employee experience.
* Manage sensitive and confidential information with discretion and professionalism
* Contribute to the development and implementation of People & Culture strategies and initiatives that support organisational priorities and workforce capability
* Collaborate with other People & Culture team members to deliver integrated and consistent services
* Contribute to continuous improvement of HR systems, processes and practices.
About You
To be successful in this role you will have:
* Demonstrated experience designing and delivering employee experience, engagement or organisational capability initiatives within a complex organisation
* Proven ability to lead and manage projects or programs of work, from concept through to implementation and evaluation
* Experience supporting performance and development frameworks, engagement programs or workforce initiatives across the employee lifecycle
* Strong ability to analyse workforce data, engagement results and insights to inform decision-making and continuous improvement
* Excellent stakeholder engagement and influencing skills, with the ability to partner with leaders and build trusted relationships across an organisation
* Highly developed communication skills, including the ability to prepare clear reports, presentations and project documentation
* Strong organisational skills with the ability to manage multiple initiatives and priorities in a dynamic environment
* Tertiary qualification in Human Resources, Organisational Development, Business, Project Management or a related discipline, or equivalent relevant experience
