Shared Service Provider
The Shared Service Provider (SSP) is part of the Victorian Government's commitment to a whole of government approach to the provision of shared corporate services. SSP provides library, facilities, accommodation, and carpool services to selected Government departments and agencies.
About the role
The Manager - Collections and Technology Services is responsible for leading the collections and lending services, subscription management and technology team to deliver contemporary library services across the Victorian Government Library Service (VGLS).
**Key accountabilities**:
- Manage the operations of the VGLS collections and lending services teams, including responsibility for staff management, task allocation, budget management and reporting.
- Manage the delivery of the Whole of Victorian Government Client funded subscription project and subscription management across the library service.
- Manage the library management systemdelivering a seamless virtual library service to Victorian Public servants working at home or in the office.
- Provide leadership to the team and take responsibility for performance management and career enhancement of staff.
- Manage procurements for subscriptions, systems and services across government developing a strategic relationship with suppliers and vendors, ensuring that all purchasing activities comply with DTF financial guidelines.
- Provide expert advice in relation to library and information management related policies and procedures including copyright, contract management, systemsprotocols, and collection management.
- Manage the development, implementation and promotion of library services that are client focused, grow staff capacity, and support improvements to program outcomes through the provision of information to Victorian government staff.
- Actively contribute to the continuous reassessment and evaluation of library management systems, especially as they relate to value-add library services and access to subscription products.
- Collect, manage, and interpret data and statistics to support the reporting of key performance indicators (KPI's).
- Manage the Knowledge Resource Centre (KRC) facility at Werribee which includes determining, managing, and observing all OH&S requirements for library collection management, with special focus on the specialist equipment and training required
- Proactively identify and communicate problems and emerging issues to the Senior Manager - VGLS, and/or the Director - SSP - Service Delivery, including continuous improvement in the delivery of contemporary library services and processes.
- Undertake other library duties as directed by the Senior Manager - VGLS which may include attendance at sites other than the regular location, as resourcing needs require.

- Lead the Collections and Technology team in the delivery of a contemporary library service, both online and hard copy.
- Promote and enhance employee engagement, performance achievement and continuous improvement.
- Demonstrate experience and expertise of an integrated library management system, which include SirsiDynix Symphony, Altarama - RefTracker, Open Athens Authentication, Relais document management and others.
- Have proven experience in the delivery of facility management and a track record of strong financial management experience including budgeting.
- Have well-developed interpersonal and communication skills, including the ability to influence, negotiate and gain support and cooperation for new ideas.
- Have exceptional organisational skills, including the ability to manage competing demands, teams, and effective working relationships with managers, peers and key stakeholders.
- Have well-developed literacy and numeracy skills with the ability to develop and present succinct and timely reports and project plans ensuring successful delivery.
- Show high level analytical and problem-solving skills and demonstrated experience in using business data analysis to drive process and service improvement.
Experience and qualifications
- An approved degree and eligibility for professional membership of the Australian Library and Information Association (ALIA).
- Extensive knowledge and demonstrated leadership capacity indelivering contemporary library services in a government, public or similar environment.
- Demonstrated experience and knowledge of workplace obligations in cultivating workplace practices and behaviours that promote, support and maintain a safe, healthy, equitable, diverse and respectful workplace.
