Meerilinga Children and Community Foundation Inc, operating as Meerilinga Training College

About the Role
The HR Manager reports to the Executive Manager Finance (EMF) and is responsible for providing expert HR guidance and support to managers and employees at Meerilinga, ensuring that all HR policies, procedures and practices are followed, and are effective and compliant with employment legislation and / or best practice.
The role plays a vital part in fostering a positive workplace culture and facilitating open communication, contributing to Meerilinga's success through the retention of talent, resolution of workplace issues, and the implementation of best practice HR solutions aligned with the organisation's goals.
Policies, Procedures and Practices
Ensure policies, procedures and practices are relevant to Meerilinga and are up to date and compliant with current legislation and / or best practice.
Assist with the development, implementation, monitoring and evaluation of HR policies, procedures and practices.
Provide advice and guidance to managers on HR policies, procedures and practices.
Provide training and education to Meerilinga employees on HR policies, procedures and practices through facilitated workshops and one on one coaching.
Employee Relations (ER)
Advise managers on ER matters, including investigations, grievance resolution, and performance management processes.
Support managers through ER scenarios, ensuring procedural fairness and legal compliance.
Oversee fair and legally compliant disciplinary processes, ensuring procedural fairness, integrity and alignment with the Fair Work Act and relevant Awards.
Performance Management
Provide advice and guidance to managers on the performance management process, including setting and monitoring clear performance objectives, and encouraging open and constructive feedback between managers and their team members.
Assist managers, where required, in identifying training needs and development opportunities for team members.
Coordiante the annual performance review process and support managers where required.
Industrial Relations (IR)
Provide expert advice on the interpretation and application of industrial awards, enterprise agreements, and relevant legislation.
Assess and determine appropriate classification levels for positions in line with industrial instruments and relativity within Meerilinga frameworks.
Ensure employee pay, entitlements, and conditions of employment are accurately applied and compliant with awards and agreements.
Prepare, review, and maintain employment contracts to ensure accuracy, consistency, and compliance with organisational and legislative requirements.
Manage and process variations to employment contracts, ensuring all changes are documented, approved, and correctly implemented.
Support managers and employees with IR-related queries, offering timely and accurate guidance on entitlements, policies, and industrial processes.
Recruitment and Onboarding
Coordinate recruitment and selection activities to ensure they align with workforce planning and support Meerilinga's objectives.
Work with managers to identify staffing requirements and ensure position descriptions are maintained and up to date.
Provide advice and guidance to managers on the recruitment and onboarding process and provide support as required, including advertising positions, assisting with shortlisting, and participating in interviews etc.
Ensure recruitment activities are compliant with employment legislation and Meerilinga's policies.
Participate in the induction process and perform inductions for new employees.
Monitor and evaluate recruitment and onboarding effectiveness, recommending improvements where required.
Other
Provide HR input to Meerilinga's planning and budgeting processes to ensure workforce needs and strategic objectives are effectively aligned.
Prepare clear and insightful reports, identifying trends, emerging issues, and workforce impacts to support informed decision-making.
Support change projects within Meerilinga through advising on workplace change consultation requirements and providing support to managers.
Maintain employee records ensuring data is accurately stored in line with Fair Work requirements.
General
Participate in organisation wide activities including team meetings and events.
Actively engage in professional development opportunities and be willing to learn new technical skills and programs relevant to the role.
Maintain and promote effective working relationships with all staff, volunteers, families, children, and the wider Meerilinga community.
Promote the core values of Meerilinga and maintain a professional and high standard of service as a representative of Meerilinga.
Participate in performance appraisals as required.
About you
Employees at this level, in this position will be required to supervise various functions within a work area or activities of a complex nature, requiring the application of a high level of knowledge and skills to achieve results in line with the organisation's goals.
Experience & Qualifications
Tertiary qualifications in Human Resource Management
Previous experience working in a similar role.
Well-developed problem-solving skills.
Excellent interpersonal, verbal and written communication skills.
Ability to maintain confidentiality
Motivated, with the ability to work independently and as a proactive member of a team.
Ability to work under pressure, to prioritise work and to meet deadlines.
Demonstrated competency in the use of Microsoft Office Suite (including Word, Excel and PowerPoint) and Human Resource Information Systems (HRIS).
Current and valid WA driver's licence
Employment is subject to providing evidence of the following pre-employment conditions and qualifications
Tertiary qualifications in HR, or a related discipline (or working towards qualification).
Australian residency or right to work in Australia
Current Working with Children Check
Current National Police Clearance and every 2 years thereafter
Probity Declaration
Completion of Mandatory Training
Current WA driver's licence, with own reliable transport and ability to work at multiple locations as required
