The Opportunity
About the Role
Reporting to senior leadership, you will lead a multidisciplinary team responsible for developing Noosa's 10-year capital works program, delivering high-quality public realm design, managing infrastructure projects end-to-end, and guiding transport strategy across the Shire.
You will represent Council in key forums, lead major design and infrastructure programs, and ensure our projects reflect the aspirations of our community and the objectives of Council's Corporate Plan.
Key Responsibilities
Infrastructure Planning
• Lead development and delivery of the 10-year public realm infrastructure capital works program aligned to asset renewal needs and community priorities.
• Oversee systems and processes for project proposal submissions, including funding bids.
• Chair the Project Control Group and Capital Works Executive, monitoring scope, budgets and timeframes across Council's capital programs.
Public Realm Design
* Oversee design for a diverse range of infrastructure including buildings, parks, streetscapes, pathways, roads, bridges, drains and foreshores.
* Establish and maintain design standards, policies, manuals, reporting metrics and file management protocols.
* Review external design proposals for alignment with Council standards.
Project Management
* Lead end-to-end project management for public realm capital works, from concept to post-delivery quality assurance.
* Develop project management frameworks, policies, procedures and reporting systems.
* Manage ongoing disaster reconstruction projects.
Transport & Traffic
* Develop and implement transport plans and strategies including road networks, active transport and public transport improvements.
* Lead the Go Noosa program to reduce congestion and enhance sustainable transport.
* Manage traffic investigations, providing timely, accurate responses to the community.
Community & Stakeholder Engagement
* Represent Council at meetings, forums and community engagements, providing expert technical advice.
* Build strong relationships with government agencies and key stakeholders.
* Oversee effective community engagement across all branch programs.
Leadership
* Provide leadership, guidance and support to branch team members, fostering a culture of excellence and continuous improvement.
* Manage physical, human and financial resources in line with budget parameters.
* Promote good governance, risk management and audit readiness.
* Model Council's organisational values and code of conduct.

About You
• Significant experience in infrastructure planning, public realm design or civil project delivery.
• Strong leadership skills with the ability to inspire, engage and develop teams.
• Proven capability in strategic planning, stakeholder management and governance.
• Excellent communication skills and the ability to represent Council with confidence and professionalism.
• A commitment to delivering high-quality community outcomes.
• Tertiary qualifications in Civil Engineering, Civil Design, Project Management or Traffic and Transport Engineering OR demonstrated practical experience at a significant scale
• Eligible for membership of Engineers Australia or equivalent professional body in design and or project management
• Possession of WHS&S Competency Card CPCCPHS1001A - Work Safely in the Construction Industry or 30215QLD - Course in General Safety Induction (Construction Industry), or willingness to obtain this card before commencement
