Primary objective
Lead and manage the Corporate Services unit in the delivery of a range of functions such as financial and budget management, human resources
and workforce planning, governance, work health and safety and other business services to support the Office of the Independent Commissioner
Against Corruption (OICAC).
Key duties and responsibilities
1. Provide high level strategic advice, support and coordination to the Commissioner, ensuring alignment with strategic objectives. Lead internal
projects and priorities as required.
2. Develop and deliver budgets and forward estimates of revenue and expenditure within the financial management and accountability
framework and provide advice in the appropriate management of the office's resources.
3. Provide financial information and reports to meet internal, Treasury and other legislated requirements including the preparation of annual
financial statements and annual report for the office.
4. Ensure the effective delivery of internal and external audit and governance functions in accordance with mandated legislation. Contribute to
the office's response as required to external oversight bodies such as the Auditor-General, the Standing Committee on the ICAC, and the
Inspector to the ICAC.
1. Develop whole of office policies and procedures to ensure the OICAC's compliance with legislated requirements such as human resources,
information management, procurement and financial management.
1. Manage shared services arrangements with Department of Corporate and Digital Development and other relevant agencies.
2. Represent the OICAC at internal and external forums and working groups with jurisdictional counterparts as required.
Selection criteria
Essential
1. Demonstrated experience in a senior leadership role and the ability to liaise effectively and strongly influence outcomes.
2. Demonstrated experience in the preparation of financial statements and knowledge of financial legislation and policies in a public sector
context, including the development of budgets and forward estimates.
3. Demonstrated experience in the preparation of quality written documentation including reports, policies, and guidelines to ensure the office's
compliance with legislation and mandated requirements.
4. Demonstrated experience in managing staff and developing policies and procedures including in the areas of human resource management,
work health and safety, workforce planning and staff development.
5. Demonstrated experience in managing governance and risk management frameworks.
6. Demonstrated experience in the use of corporate systems, records management and case management, including the ability to undertake
training and provide guidance to staff in the use of these systems.
7. High-level oral, written, collaborative and interpersonal communication skills, including the ability to communicate effectively with a diverse
range of stakeholders to meet agreed outcomes.
8. Demonstrated project management skills and proven ability to meet tight deadlines with competing priorities while maintaining a high level of
accuracy and attention to detail.
Desirable
1. Degree in business, accounting, management or a related field.
2. Understanding of the role of the ICAC and the NT public sector environment.
