Overview

Profectus is seeking an experienced Transition Program Manager to lead the planning and management of transition to operations and support across a large-scale Australian Government modernisation program. This role suits a program manager who is comfortable operating in complex, highly governed environments where readiness, assurance, and stakeholder alignment are essential. You will shape and coordinate transition across business and technology to ensure solutions are operationally ready, supportable, and aligned to existing enterprise delivery, assurance, and operational frameworks. Key Responsibilities

* Develop and lead an integrated transition plan covering transition to operations and support, service acceptance, handover, stabilisation, and knowledge transfer within an Agile delivery environment
* Build and maintain strong relationships across business, technology, program leadership, operational teams, and support functions to enable coordinated decision-making and successful transition outcomes
* Ensure transition planning aligns with existing program, governance, assurance, and operational frameworks, with clear transition acceptance, service readiness, and support model criteria embedded
* Lead cross‐organisational dependency, risk, and issue management across business and technology workstreams, identifying critical path impacts, sequencing constraints, handoff requirements, and treatment actions
* Provide high‐quality reporting to program leadership and Executive on transition status, readiness, key decisions, dependencies, risks, issues, and assurance outcomes
* Define and drive the integrated transition schedule, including key milestones, readiness checkpoints, transition acceptance criteria, handover activities, and key decision points
* Establish and manage transition readiness and assurance activities across business, operational, service support, data, process, people, and technology dimensions, escalating gaps and recommending treatment actions
* Coordinate operational handover with service, support, and business owners to confirm support arrangements, documentation, training, ownership, service levels, and post‐implementation support requirements are in place
* Prepare and present governance papers, assurance inputs, and decision‐support materials for relevant forums, ensuring traceability of transition decisions, risks, dependencies, and readiness status
* Work with governance, assurance, and change management stakeholders to establish transition governance, readiness measures, reporting templates, and a regular cadence for visibility of progress, risks, dependencies, and decision points

Required Experience

* Demonstrated experience delivering within large-scale government modernisation or transformation programs
* Demonstrated experience leading transition to operations and support in complex organisational transformation programs
* Proven experience coordinating transition activities and operational handover across business, program, and support stakeholders
* Proven understanding of Agile delivery and P3M disciplines in a government setting
* Strong experience establishing governance, assurance, readiness measures, and executive reporting across complex programs with multiple stakeholders, including management of cross‐organisational dependencies, risks, and issues
* Highly developed communication skills, including the ability to prepare executive briefings and influence stakeholders across business, technology, and program environments
* Demonstrated ability to work collaboratively in multidisciplinary teams with a strong focus on culture and relationships

Desirable Experience

* Strong experience with project, transition, and service management methodologies and tools, including DevOps, MS Project, or other industry standards, and the ability to align delivery with existing governance and operational frameworks
* Tertiary and/or professional qualifications in project management, business management, public administration, service management, or related disciplines
* Agile or Scrum certification

Security Requirements

* Must be an Australian Citizen
* Must hold a current AGSVA Baseline Security Clearance prior to commencement
* Must be able to obtain an AGSVA NV1 Security Clearance

Working Arrangements

* Hybrid working, with the option to be based in Canberra, Sydney, Melbourne, or Brisbane
* Candidates based in Brisbane must work to Canberra time
