Senior Business Analyst - ICT Transformation Program NV1
Location: Canberra, Sydney or Melbourne

An opportunity is available for an experienced Senior Business Analyst to join a large-scale, mission-critical ICT transformation program within a secure government environment.
This program is focused on modernising legacy systems and integrating hybrid, multi-cloud infrastructure into a unified, secure ecosystem. The initiative aims to improve observability, operational performance, cyber resilience and overall user experience, while adopting best-in-class platforms and reducing technical debt.
Key Responsibilities
* Lead business analysis activities across enterprise ICT uplift initiatives, transitioning on-premise systems to secure cloud environments
* Develop and deliver high-quality artefacts, including:
o Business Case inputs (options, risks, benefits, outcomes)
o Operational Concept Documents (OCD)
o Functional and Performance Specifications (FPS)
o Verification Cross Reference Matrices (VCRM)
* Define and implement business analysis approaches, governance frameworks and quality standards
* Facilitate requirements workshops with diverse stakeholder groups and competing priorities
* Lead process modelling, persona development and user journey mapping
* Ensure alignment of requirements and benefits with program objectives
* Manage end-to-end requirements lifecycle including traceability, validation, approvals and change control
* Oversee non-functional requirements including security, resilience, interoperability and performance
* Collaborate closely with Architecture, Engineering, Security, Testing and IT Service Management teams
Required Skills & Experience
* Demonstrated experience as a Senior Business Analyst in complex ICT transformation programs
* Strong experience transitioning enterprise environments from on-premise to hybrid/multi-cloud platforms
* Proven ability to produce structured, high-quality artefacts (OCD, FPS, VCRM, Business Case inputs)
* Expertise in requirements governance, traceability and quality assurance processes
* Advanced stakeholder engagement and facilitation skills
* Strong understanding of non-functional requirements and validation approaches
* Experience working across cross-functional teams including Architecture, Engineering, Security and ITSM
* Excellent written and verbal communication skills
* Ability to operate in high-security, mission-critical environments
Desirable
* Experience with Azure and/or AWS in hybrid/multi-cloud environments
* Knowledge of zero-trust security, IAM, observability and monitoring platforms
* Familiarity with ITIL/ITSM practices (service design, transition, BAU acceptance)
* Experience with ServiceNow
