Purpose of the Position
The Manager, Student Administration – SMS Compliance and Government Load Reporting is responsible for the management and compliance of:
* the Institute's student data reporting obligations to State and Commonwealth governments for Vocational Education and Training (VET) and Higher Education (HE), including Higher Degree by Research (HDR) student data.
* the Institute's Student Management System (SMS) and will act as the System Administrator (SA).
The position is also responsible for the daily management of Team Leaders and relevant staff in Student Administration and liaises closely and consults with key internal and external stakeholders.
Duties
* Oversee the management of team leaders and relevant staff in Student Administration by providing planning, accountability, performance measures, leadership, and mentorship to achieve the goals and objectives as set by the Director, Student Experience, the Director of the Institute, and the Batchelor Institute Council.
* Manage the development, implementation, maintenance and review of Student Administration processes, procedures, and policy, including system logic related to SMS Compliance and Government Load Reporting, to enhance clarity and meet compliance requirements around Student Experience responsibilities and functions regarding the following.

* Manage, develop, and implement processes, procedures and policy, action requests, and respond to complex queries related to.
* Student Management System compliance and maintenance
* Reporting tools and applications
* Complex Internal and External Student Data Reports
* Submission of Government Load Reporting
* Act as the Student Management System (SMS) Systems Administrator, including granting and removing user access and relevant user controls, assisting with the upgrade of system patches and/or configuration modifications through the SMS provider, as well as user testing, including the development of scenarios, and implementation of these.
* Identify, develop, implement, and maintain continuous improvement tools to enhance the Student Experience in relation to Student Administrations business functions.
* Assist with the establishment and maintenance of relationships with key internal and external stakeholders, including government agencies, to ensure that Batchelor Institute is meeting its business objectives and legislative obligations.
* Manage, collaborate and lead evidence-based responses in relation to audits, complex queries and high-level administrative tasks as required by internal and external stakeholders, or as required by the Director, Student Experience.
* Manage, implement, maintain, and review processes related to ASQA, TEQSA, NCVER, and/or Commonwealth/State audits and reforms, including the introduction of changes to student data fields resulting from legislative changes at Commonwealth/State levels.
* Manage, implement, maintain, and review compliance with AVETMISS, ASQA, TEQSA, TCSI and NCVER legislation and guidelines related to Student Administration, in liaison with relevant Team Leaders and the Director, Student Experience.
* Manage and maintain compliance and processes related to the granting of access to.
* the USI Registered Training Organisational Portal.
* the NCVER AVETMISS Validation Software Portal.
* Act as a member of a relevant Batchelor Institute Committee, or similar, as well as lead and/or participate in relevant working groups with internal and external stakeholders as required.
* Review, implement, maintain, and comply with relevant document storage policies, guidelines, and procedures.
* Undertake other reasonable duties as directed by your line manager.
Selection Criteria
1. Demonstrated ability to work effectively in culturally diverse teams within the social, political, and cultural environments of Indigenous Australian families, communities, and organisations.
2. Highly effective interpersonal skills including proficient written and oral communication which can be adapted to meet the needs of people from all educational levels.
3. Ability to build strong relationships with both internal and external stakeholders.
4. Demonstrated initiative and managing workload priorities.
5. Understanding of Work Health and Safety principles and practices, and ability to comply with Institute WHS Policies and Procedures.
6. Demonstrated experience and knowledge of the Vocational Education Training and/or Higher Education sector legislation and associated compliance indicators (TEQSA, ASQA, AQF, NCVER, AVETMISS) and working in a Higher Education Provider (HEP) or Registered Training Organisation (RTO) environment.
7. Demonstrated experience with the interpretation of Legislation, compliance procedures and the implementation of systems changes
8. Demonstrated experience with an Oracle based Tertiary Student Management Systems, and considerable experience working with a range of other relevant software applications and web-based technology.
9. A minimum tertiary qualification of an undergraduate or post graduate degree in a relevant discipline (or working towards completion of), or a mix of tertiary qualifications and relevant experience in a similar role.
10. Demonstrated experience in financial accountability and managing staff and operational budgets within a division or organisation to produce outcomes of success.
11. Demonstrated experience in testing, writing, and delivering training to users and knowledge of Boolean algebra.
