POSITION SUMMARY
Executive General Manager, Health and Clinical Services
This is a 3-year fixed term role.
The Executive General Manager, Health and Clinical Services reports to Chief Operations Officer and is a key member of the Executive Management team at MDAS.
The Executive General Manager Health and Clinical Services will be responsible for strengthening cultural capabilities in the provision of Health Services, implementing approved policies and programs, financial management of the approved budget for relevant services and programs and working with the Chief Executive Officer and other members of the management team to achieve the approved MDAS Strategic Plan.
The Executive General Manager Health and Clinical Services will ensure that quality and safety are at the forefront of service provision, the voices of community and families are respected and incorporated into all aspects of our services.
This position will work in partnership and form a collaborative and supportive Executive group, committed to the organisation’s strategic goals.
The Executive General Manager, Health and Clinical Services will work closely with a skilled Board to ensure they meet their quality, safety, and clinical governance responsibilities.
KEY OBJECTIVES
Ensuring the highest possible standards of clinical safety are maintained including the development of a culturally safe Clinical Governance Framework.Liaising, networking, and developing partnerships with all key stakeholders in the delivery of Health Services.Monitoring and oversight of relevant departmental financial budgets and programs (including performance and outcomes).Enhancement and greater collaboration of services across MDAS in the delivery of services to the communities we are here to serve.Supervision and management of Health Services across MDAS.Health and Clinical Services are a core business of MDAS and constitute a meaningful quantity of the organisation’s budget and programs. It is expected that the Executive General Manager, Health and Clinical Services will maintain and build upon the health services.Creating and maintaining a Continuous Quality Improvement (CQI) culture.
The Executive General Manager Health and Clinical Services position will be responsible for the oversight and management of our Health Services across MDAS, which includes our Swan Hill and Kerang sites.
The Executive General Manager, Health and Clinical Services is responsible for ensuring MDAS meets all its standards/accreditations requirements, and to ensure ongoing compliance in meeting AGPAL accreditation and standards and the new National Health Standards as they apply to community health and primary care.
Key Responsibilities
Program and Service Delivery
Strengthening cultural capabilities in the provision of Health and Clinical Services to our Communities.Implementation of the health aspects of Strategic and Operational Plans, including reviewing progress against the plans and setting appropriate targets.Ensure annual health program operational plans and budgets are developed, implemented, reviewed, and the provision of human, material, and financial resources for effective service delivery.Ensure community consultation is inherent in health program planning and delivery.Develop a CQI program and cultureEnsure Aboriginal culture is embedded in the best practice systems of the leadership for implementing quality assurance and risk mitigation strategies in relation to health programs and service delivery.
Leadership
Effectively manage the health division according to applicable MDAS policies and procedures, conforming with current laws and regulations, accreditation and credentialling requirements and MDAS’ broader policies and procedures.Positively shape the organisational culture with a leadership style that models MDAS’s values.Provide leadership and management to the clinical workforce through effective communication and engagement that results in professional and performance development.Establish and maintain a professional environment in the health division that promotes positive staff morale, effective teamwork, and a commitment to the provision of quality services in a culturally appropriate way.
Community and Public Relations
Maintain and develop relationships with relevant Government departments.Ensure culturally safe and effective engagement with the community and members occurs.Maintain and develop relationships with relevant stakeholders.Represent the organisation in media and public appearances when required.Ensure the organisation and its mission, programs and services are consistently presented in strong, positive images to the community and other relevant stakeholders.
Strategic / Financial & Business Performance
Liaise with Manager Financial Services and the Chief Operations Officer to develop and monitor operational budgets for Health and Clinical services.Set Medicare income targets and monitor them and ensure that all available claiming occurs.Support strategic plan directions developed by the Board of Directors of MDAS.Liaise and consult with Managers to facilitate the development of annual operation activity plans and implement and manage those plans.Participate in service planning activities to ensure health programs are developed and delivered in line with identified community needs and organisational goals and objectives.Participate in appropriate networks and forums to align Health Service programs with relevant initiatives.
Administration
Ensure the Health Service can provide ongoing services through effective rosters, program planning, locum/backfill and maintain relevant staffing records for payroll/ the Practice Policy and Procedures Manual, ensuring regular review and updates to reflect current “best practice” processes and systems.Ensure Practice IT systems are operational and meet requirements and that any malfunctions are promptly addressed.Enable ordering and purchasing consumables and ensure maintenance of appropriate stock levels.Ensure the integrity of patient records and filing systems are maintained.Ensure that Practice facilities are maintained (equipment and cleaning).
Clinical Governance
Ensure that all clinical staff (GP, Nurse, AHW, MH, AOD, M & CH) perform their duties in accordance with current best practice clinical guidelines and withing the bounds of a culturally safe clinical governance framework.Implement continuous quality improvement (CQI) through regular clinical audit processes, including review of clinical performance and refining clinical practice and performance against agreed standards.Ensure sound clinical governance process is in place which meets operational and government requirements and that enables the Executive and Board to appropriately meet their obligations for safety and quality.Ensure clinical practices and programs reflect internal and external operating environments and the strategic directions as set by the Board.Lead and facilitate appropriate incident reviews and ensure that recommendations are implemented and recorded as per the MDAS Incident reporting policy.
Risk Management / Compliance
Under the DFFH Standards, MDAS will be required to be accredited by a DFFH endorsed independent review body (IRB). The Executive General Manager, Health and Clinical Services will work to ensure MDAS meets all of the requirements of the DFFH Standards, including the requirements of the CY&F Act 2005, for risk culture and management and identify risks.Manage the risk you have accountability for.Ensure the identification and analysis of risks in risk registers at each program/team level.Review risks on a regular basis.Identify where current control deficiencies may exist.Update risk information pertaining to the risk.Escalate the risk where the risk is increasing in likelihood or consequence.Provide information about the risk when it is requested.
Corporate Responsibilities
Support values that respect historical and contemporary Aboriginal cultures so that Aboriginal people are recognised as having a special connection with the meetings with Managers and Team Leaders as required and assist with budget/finance queries.Attend meetings with Board and Managers as required.Promote compliance with relevant legislation and MDAS policies.Assist with and support any internal or external audit processes.
KEY SELECTION CRITERIA
Core Competencies
Demonstrated knowledge and understanding of the impacts of European settlement and the subsequent social determinants affecting the wider Aboriginal Community and in particular the Aboriginal communities of the Mallee region.Ability to interpret and manage financial budgets. And the ability to apply this knowledge and understanding in the workplace.Experience in providing high level strategic advice and direction.Experience in establishing and providing leadership within networks involving all relevant sections of community and government.Experience with monthly and annual reporting requirements, driving departmental results and ability to drive a culture of performance undertaking a range of data analysis and producing performance metrics.Knowledge of relevant state and federal government health policy funding.Senior executive level management skills and experience in the Aboriginal, Health and/or Community Sector.Negotiation and Conflict Management Skills as well as communication and relationship building abilities.Experience in managing large numbers of funding contracts or shared responsibility agreements.

Qualification/s
Tertiary qualifications in Management or Health Policy or related field. Clinical qualification in a Medical, Nursing or Allied Health discipline desirable. Experience in a regional health service is desirable.

A current Employee Working with Children Check card.
A current National Police Check.
