The Senior Case Manager (SCM) delivers expert personal insolvency services on behalf of the Official Trustee, managing complex and high-risk bankrupt estates that require strong technical judgment and decision making.

Working within the Estate Administration section, the SCM applies deep knowledge of insolvency law and practice to independently manage complex caseloads, resolve technically challenging matters, identify compliance and enforcement risks, and provide authoritative advice to stakeholders.

The team supports AFSA's mandate by administering estates where public interest considerations apply or where no registered trustee is willing or able to act, helping to uphold the integrity of Australia's personal insolvency system.

While not essential, proven experience in insolvency or relevant qualifications are highly desirable, as the SCM is expected to operate with minimal supervision and contribute technical leadership within the team.

Key responsibilities

Manage allocated matters and tasks from initiation through to completion, ensuring effective and efficient caseload management through to case closure. This includes:

* Independently manage a caseload of complex and technically demanding bankrupt estates, applying established insolvency knowledge to progress matters lawfully and efficiently.
* Exercise sound technical judgment in the interpretation and application of the Bankruptcy Act 1966, associated legislation, and relevant case law.
* Identify complex legal, financial, and compliance risks within estates and determine appropriate resolution strategies, escalation pathways, or enforcement referrals.
* Administer and resolve complex matters, including legal actions, within established timeframes and in accordance with operational practices and procedures.
* Prepare high quality, technically sound correspondence, reports, and recommendations for internal and external stakeholders.
* Liaise effectively with AFSA clients and stakeholders, including trustees, legal practitioners, creditors, government agencies, professional bodies, and financial counsellors.
* Identify and contribute to the development and implementation of best practices, process improvements, and strategies to strengthen insolvency outcomes and manage complex issues.
* Identify and refer potential bankruptcy offences to the Inspector-General in Bankruptcy, in line with legislative and policy requirements.
* Contribute to continuous improvement by identifying systemic issues, emerging risks, trends, or opportunities to enhance insolvency practice and guidance.
* Share technical knowledge and provide case-based guidance to support the development of less experienced staff and promote consistent decision making.

All duties will be performed in accordance with:

* the APS Values, Code of Conduct and Employment Principles
* WHS obligations, taking responsibility for own health and safety and that of others
* AFSA's risk management framework and relevant legislation, including guiding others to identify and mitigate foreseeable risks.

Qualifications and experience

The following qualifications and experience are highly desirable:

* Demonstrated technical insolvency experience, including application of insolvency legislation, processes, and practices.
* Tertiary qualifications in Law, Accounting, or a related discipline from an Australian tertiary institution (or comparable overseas institution) or demonstrated equivalent professional experience within the insolvency or finance industries.
